Draft Black Country Plan The Triangle BCP Site ref DUH 211- page 371 DSA 2 pages 424-428

1) Impact on NHS - There is already a wait to see local doctors and dentists, services are already stretched. some residents are having to travel to access medical care. additional residents created by the new housing developments will make this situation worse, push more residents to seek medical in other areas, thereby also impacting other areas and creating problems elsewhere as well.
2) Impact on roads - The current road infrastructure already is severely conjested and long tailbacks are now an everyday occurance in and around Kingswinford and Wall Heath. The roads are exceptionally busy all day. Therefore with these additional developments and households often having more than one car this will create an unacceptable level of traffic. The current road infrastructure cannot support this increase without the whole area coming to a standstill during rush hour traffic times and too busy throughout the day.
3) Impact on road safety - With the increase of traffic through Kingswinford and Wall Heath will also effect road safety. School children, the elderly and infirmed will be exposed to increased risks when crossing roads. additional traffic control and pedestrian crossings will only add to the conjestion problem.
4) Impact on air quality - Traffic is one of the greatest man-made contributors to carbon dioxide in the atmosphere. with the increase in traffic it will impact local residents who are vulnerable to air pollution.
5) Impact on school admissions - Primary and secondary schools across the area are already working near full capacity or have no capacity at all. Proposed extensions to existing educational settings will be using valuable schools land that is currently used for parking, play areas, sports activities.
6) Impact on mental health - The green belt land at Holbeche and the triangle are enjoyed by large numbers of the community with walkers and residents with dogs. These two areas of greenbelt were a saviour to my during lockdown when we were severely restricted. They provided a safe environment where residents could enjoy nature and the local wildlife on their doorstep. the football at Holbeche is still as high as lockdown and has become an every day place to have exercise and help reduce anxiety and stress.
7) Impact on local wildlife and the environment - all brownfield sites and disused buildings across England should be prioritised for housing first before releasing Green Belt land. Holbeche is very good agricultural land, it is grade 2 where a range of crops can be grown. The Triangle is grade 3 which is also useful agricultural land. The government committed a 25 year plan to protect land of this quality. building here will cause a loss of wildlife which have been sighted in the area (owls,, buzzards, pair of Red Kites, bats - both protected) also loss of bees and butterflies.

Roads - congestion is already problematic in the local area. this will add to the issues - there is no space for new main roads!
Pollution - This will inevitably increase, we have chosen to live on the fringe of the countryside to avoid pollution, not to have measures imposed which increase traffic and pollution.
Car parking for schools - The addition of so many more homes means more pupils, and more cars driving to schools. It's already very dangerous in the morning with limited parking near schools. The new homes will worsen this.
School admission - Schools locally are already over-subscribed. Please don't impinge on our children's physical well being by expanding schools by building on their playing fields.
NHS - Its already very difficult to get a GP appointment. Where are the additional NHS + facilities being placed / recruited from for the increased local population?!
Loss of Green Belt - The plan talks about the importance of green belt to protect wildlife, prevent urban sprawl and provide us with a place to enjoy the countryside. The housing plan completely goes against these principals. The impact on wildlife and humans alike will be devastating.

Please reconsider the proposal to build these houses.

I wish to object strongly to this proposed development as noted above.
The traffic congestion already exists in and around Stallings Lane / A449 road network. The addition to a new development at the top of Stallings Lane and another housing development planned will result in further challenges in commuting around this area which extends to Wombourne. In addition to the traffic chaos brings more pollution to the area.
Furthermore, the destruction of the natural habitat is not necessary in this area. Again I would refer to the two major housing developments top of Stallings Lane so a third in close proximity I find totally unreasonable and just commercial greed.
I understand the need for housing, however, there are other sites to be considered to rebuild on existing building land, remodel vacant buildings ad not destroy our green areas.

1) Effects on the Road Infrastructure [underlined]
Roads around Wall Heath including the 449 are conjested peak times are bumper to bumper. With an increase of traffic that would be caused with housing in turn will cause the increase to the air pollution, noise levels and possible road traffic accidents.
The increase of air pollution this will lead to health issues / detriments for example, rise in chest issues, asthma increase / excacerbation and even death from the changes in air pollution. Living on Holcroft road, the volume of traffic using it as a cut through is on the increase, these people can often be speeding down the road with no consideration for the residents - this is an accident waiting to happen especially with Maidensbridge School being on the estate.
2) The effects on local health services [underlined]
The local GP Services already struggling under the amount of patients they already have, unable to get appointments now so how will more people living in the area how will local residents get appointments. With an increase on the GP services, the in turn will add to our local hospital, waiting times to see specialists / A&E is already working to its maximum level. so not being able to get access to specialists for treatment will add stress to patient, leading to mental health issues, a service already being stretch.
3) The effects on local schools [underlined]
With an increase of housing, places for local residents will have problems accessing their local schools. Will the schools keep class sizes to the legal requirements? how will or what impact will this have on childrens education, something that is already in pressure. Wall Heath Primary schools over subscribed / secondary are also full.
4) The effect on local wildlife / environment & loss of Green Belt [underlined]
The open space plays a vital role for residents for walking, especially over the last 18 months where this has played a vital role in the mental health of the local residents. Open spaces are vital for our mental health.
The loss of wildlife, animals, bird, birds of prey (owls). The UK is already being encouraged to take action and protect our wildlife. Removing the green spaces is certainly not protecting our wild life, we shouldn't be removing this. as an authority Dudley should be making a big effort to protect our wildlife as once they have gone, there is NO GOING BACK! - There is no excuse to even contemplate using green belt to build houses on to. when there is adequate brownfield sites to use first.
-The impact of increased traffic is significant because already the roads around and within Kingswinford are extremely busy. This has an impact on safety for our children walking to school. The roads are certainly not built for even more. Conjestion, let alone the air pollution we have to consider.
- the local schools, hospital and GP surgeries are already under significant amounts of pressure. Once again building within the areas mentioned will certainly feel more strain.
- Providing more high value houses does not solve the issue of the need for more affordable or social housing.
- Increased risk of flooding, higher noise levels impact of adjoining residents and wildlife.
- I feel passionately for the wildlife, we are already seeing a decline in moths, butterflies and bee's. There won't be anywhere nearby to enjoy the green spaces. It will be a built up area with fewer and fewer green spaces.
-Building on green belt should not be approved except in very special circumstances. I cannot see any justification for taking away our green belt. Once its gone, it is gone. This would be unforgivable.

Traffic conjestion due to any minor roadworks, including the everyday occurances of parking of delivery vans and school pick ups and drop off effects all of the surrounding area, causing to varying degrees of gridlock indicating that real infrastructure struggles to support the existing local traffic.

The proposed increased housing will not only adversely effect an already wretched situation vehicle noise polution is very dibilitating and taken in partnership with the environmental CO2 emissions will make spending leisure time in the open air including gardens which is essential for mental and physical health almost unbearable.
Its common knowledge that the NHS and local schools are at breaking point already, existing staff are physically and mentally overworked, due to low staffing levels. anyone who has unfortunately had to attend A&E know only to well the truth of this, extending hospitals and schools is already essential, but the problems are where are the staff going to come from, its they are understaffed already.
Meadfoot Drive lies at the bottom of Hollow formed by Swindon Road and the A449 feeding into it.
Rainfall which is currently absorb by the same farm land designated the new proposed building site, without these natural barriers flooding which is not unknown could catastrophically turn Meadfoot Drive and surrounding road network into a flood plain.
The planning department will be soley responsible for this environmental disaster.

This is greenbelt and it should not be allowed to be built on.
This land is valuable agricultural land and the Council should support local producers.
There are many alternatives to building on greenbelt land that should be explored. There are brownfield sites and a significant number of vacant office buildings in the Dudley borough which should be utilised for residential housing before consideration of using greenbelt land.
I have significant concerns regarding the additional traffic that a development will bring to an already congested road system.
I have personally struggled to get a GP appointment even prior to the pandemic - there are already too many people for the services available in this area.
Destruction of biodiversity will be extremely detrimental to the future.

I strongly object to the above plan on the grounds of:
1) The effect it will have on the surrounding infrastructure
2) The effect on road safety, noise & air quality
If you assume an average of 2 cars per household on 533 houses there would be an increase of at least 1066 extra vehicles on the local roads on a daily basis. My property backs onto the Swindon Road and the amount of noise from traffic from morning until night is relentless. With the additional traffic it would be unbearable.
With traffic increase air pollution would also increase, not everyone will have an electric vehicle.

The visual amenity and character of the area would dramatically change. It is useful agricultural land graded 3 and above.
I feel tat old factory brownfield sites should be redeveloped in inner cities to revive town centres.
Quality of life
Both sites currently provide valuable countryside giving residents opportunity of good air quality leading to good mental health and wellbeing.
There will be higher light and fuel pollution. The extra noise will destroy the current tranquility. The number of extra vehicles on the road will cause extra traffic congestion which is already at worrying levels, there is not the road infrastructure to cope with further vehicles in the area.
GP surgeries and schools are already full. Health and social care services in Dudley Borough are already at breaking point, there is not the resources to provide for extra residents.
- destruction of local environment.
- loss of ancient trees.
- further contribution to climate change, loss of wildlife, impact on fields and meadows.
- flood risk, there is currently a problem at the island by Hickures further housing will make things worse.

Representation Summary:

Specifically in the Wall Heath and Kingswinford areas, the disproportionate proposed building of circa 800 units will be environmental sacrilege against one of few remaining areas of green space in this area, leading to loss of habitat, wildlife and vital leisure space. The amount of increased traffic would be environmentally damaging, a health risk, safety nightmare and lead to unmanageable levels of congestion, both being on a major Highways England trunk road. Already on 17-07-2021 at 2.45pm it took me 11 minutes to just cross the A449 outside of the Holbeache estate, which is not untypical. With the road works planned through Wall Heath in the coming weeks a foretaste of what might be to come, will be evident. The existing infrastructure is already inadequate for the developments that have been allowed and there would be expediential increased demand for more supermarkets, chemists, food outlets, restaurants, petrol stations, electric charging points, convenience stores etc, etc. Who will fund and build the car parks? There would be a need for huge electric, gas, telecoms, sewerage and water reinforcement works. What traffic measures would be put in place in Wall Heath to replace the already inadequate mini islands (no doubt the belief is this issue will be lobbed to Highways England)? There will be yet more pressure for school (and nursery) places in schools that are already highly popular and with a county border on one side so local children are limited in where they can attend. It was only a few years ago that Dudley MBC were adamant that Maidensbridge School should close! Expansion of existing or more new schools, road crossings, lights, etc at a cost, with more traffic and pollution is not viable. S106 contributions will not fund what would be required so who foots the bill if it ever gets built?
The ability to get into a Doctors/Dentist in the local area is already a joke and this will only serve to exasperate the issue. Access time to Russell's Hall, the nearest A&E, will be further lengthened which could be a matter of life and death. Concern has been expressed previously by the Authority regards the outward migration of professionals and higher wage earners and this will do nothing to stem such a flow and will indeed accelerate it, resulting in eventual lower tax takes and disposable income in the area. The historic and nationally important Holbeache House will be dwarfed by a sea of bricks and mortar if this debacle is allowed. There are numerous adjacent developments going up in Wombourne and Swindon which are already adding to traffic chaos, with the threat of yet further and even more substantial ones. This will add to traffic crossing the border as those residents obviously use the facilities on offer in Wall Heath and Kingswinford. My wife suffered what could have been a fatal accident at the turning to the Holbeache estate around 4 years ago, caused by a motorist clearly trying to avoid waiting in the heavy traffic, a situation which will only get worse, should this go through. What guarantees are there of no repeat? Once it has gone it has gone - all for short term gain, in an area where it is noted that Land Values, Section 106 values and Council Tax values will all be higher than the Borough average. If any rational and impartial person were presented with the full facts regards this proposal, they would unquestionably conclude that the plan is, in anybody's view, flawed and must be rejected out of hand. My father , a lifetime resident of Dudley who bemoaned that throughout his years, the views of the locals have never been considered. Just recently he recalled how he used to be able to wander across swathes of open land before the decimation caused by years of uncontrolled development put paid to it all and merged the once distinct Black Country communities into one impenetrable huge brick and asphalt mass where life isn't allowed to breathe. Every available piece of development land in the Wall Heath and Kingswinford area has already been taken, so please leave the little that is left, alone; to be enjoyed by generations to come.

1) No improvement to the roads, Sumerhill, Swindon Road and the A449 are planned despite the increase in traffic.
2) Roads through the adjoining estate (Valley fields) will become a race track being used as a short cut to the A491 thereby causing an obvious change to younger children attending Dawley Brook school.
3) No improvement or extra facilities are planned and Russell Hall hospital can't cope now. What will happen if this building plan goes ahead.
4) It is painfully obvious the planned development will go ahead as the Water Board have already out the new water mains in the land where the building is to take place - thus no early public consultation took place.
5) During heavy rain the island on the A449/Swindon Road junction floods. This will obviously get worse without the rain on adjacent fields being able to soak away once they have been built on.
6) The whole scheme can only add to the air pollution despite the Governments pledge to reduce it.
7) The land in question is Green Belt which was introduced by Government to protect the countryside and its wild life therefore how can this law be ignored without Government approval.

As someone who lives near the said Triangle and uses the A449, Swindon Road, and Hodge Lane on a regular basis the thought of 533 new houses, with its expanding population, and possible 1,066 (minimum) cars converging on these roads is horrendous.
These roads are gridlocked on weekdays and more hold ups are caused due to almost daily roadworks. My daughter leaves home just after 7am in order to be early for work in Wolverhampton at 8.30. People arrive at their places of work stressed and anxious. Returning in the evening the problem can be even more difficult. Road rage and accidents. There are not enough doctors, dentists, schools, bin men operatives and shopping facilities in the area. Russells Hall Hospital is already overcrowded and under staffed. Representation Summary:

As a Kingswinford resident I am writing to object to the development of Land South of Holbeache Lane/Wolverhampton Road, Kingswinford and Land at Swindon Road, Wall Heath, (The Triangle).

There are a number of reasons for my objection, mainly the increased traffic and congestion that the development of these sites would cause. Kingswinford is already extremely congested and more houses in the area is only going to add to this already increasing problem. In addition, the increase in traffic would result in higher levels of pollution.

The areas of Green Belt are so very important to our ward and I feel that losing them would be a devastating loss to Kingswinford, not to mention the amount of wildlife which would be affected too. Also, these areas are where children play and losing them would mean young people have less recreational space.

The schools in Kingswinford are already very over-subscribed. With the number of houses increasing, the number of children needing school places will also increase which may lead to families having to travel further to schools as there are no places in local schools - this again will have an impact on traffic congestion.

Doctors are already extremely busy with long waiting times - with more houses and more residents this is only going to magnify the problem further leaving residents without the access to medical treatment that they need. This is the same for Russells Hall Hospital - already waiting lists are long with patients having to wait for urgent medical care, this again will only get worse with an increase in residents.

Overall, I am firmly objecting to the development of the sites and hope that my objections are heeded.

I strongly object to the proposed development of greenbelt land sited at 'The Triangle', Swindon Road, Wall Heath, Kingswinford and the land south of Holbeache Lane, Wolverhampton Road, Kingswinford. My objections are as follows:

1. Roads and highways
The roads in the Kingswinford and Wall Heath areas are already strained and the additional developments will only make this issue worse. There is just too much traffic on the local roads and it will be insufferable if this volume increases further. I am concerned as I have two young children who walk to and from school daily, and the further congestion will only cause more issues to their health and there is increased danger if the volume of traffic increases. I also travel to Walsall during rush hour and my journey can take up to 1 hour, if the new housing development goes ahead then this will impact on my ability to take my children to school.

2. Local Infrastructure
I struggled to get places for my daughters in the local primary school when they started and at one point it looked as though they would have to go to separate schools. I am already concerned about getting my children into the local secondary school, as it is already oversubscribed. The new housing developments may make this impossible and will mean that they will have to travel further to school by car, or by bus, which will again impact on the traffic volumes. There were 615 applications made this year for Kingswinford Academy even though there are only 180 places available. There were 539 applications made to Summerhill Secondary School and only 210 places available. The Black Country Plan has no consideration for this and will make it more difficult for our local children to get into their local schools.
There will be more strain on the local doctors and hospital. It is already difficult to get an appointment at the local doctors and I recently had to wait for over five hours when I took my daughter to A&E. There are long waiting lists for operations and consultations and the problems will only get worse.

3. Environmental Factors
I moved here to the area a few years ago so that I could give my children a better life; we enjoy going on family walks and bike rides in our local areas and can access the countryside very easily. It has really helped the mental health and wellbeing of my family. However, the green belt will be gone before our eyes and there will be irrevocable damage to the environment if these developments are approved. We will lose the natural landscape; beautiful views and it will cause harm to the local wildlife. The drainage in the area is already under strain and the developments will impact upon this further and will increase the risks to flooding. The air and water quality will decrease with the extra pollution from traffic and from the construction site chemicals. It will contribute to climate change. There are plenty of brown field sites in the Black Country area which will make the area look better as they are unused and unsightly.
Once developers start to build on green belt, they will need to take this further by building more developments (local services and roads), so that the area will cope with the volume of people. LEAVE OUR COUNTRYSIDE AND GREEN BELT ALONE!!!

I object on the basis that this is an area of natural habitat and should be preserved for this reason as well as providing valuable green space to the community.

As a site of local importance for nature conservation and also green belt, I strongly object to the development of this site, in order to protect this habitat of biodiversity. Brown field sites should be used, rather than green belt land, especially when green belt land adjoins other green areas and provides wildlife corridors. We should work to join these up, rather than destroy them. It also provides a buffer between the built-up area and the greater countryside and is a prized area of local landscape and history.

I object strongly because this is a site of local importance for nature conservation and It forms a wildlife corridor that links with the adjacent nature reserve. It is hugely important, both for ecological reasons and also for local views enjoyed by the far-reaching community. We should be working to join up areas of green belt land to create wildlife corridors and opting for building on brown field sites instead.

I strongly object to the development of this site because it is a very prominent and much-loved area of green belt land and a site of local importance for nature conservation. It provides habitats for wildlife that link to a wider wildlife corridor and provides important green space for the wider community and is visited from further afield for this purpose as well. It also acts as a buffer between the built-up area and the open countryside.

Guys Lane, Lower Gornal
I strongly object to this development on land that has been used by the community since the estate was built on the old woodland in the 1960s. Although it may seem to be a site that is smaller and less significant than others, it is of far greater importance, providing the only wildlife corridor that links Barrow Hill Nature Reserve to the wider countryside out beyond Himley to the west. I believe it would adversely affect the biodiversity of Barrow Hill nature reserve if this land were to be developed for housing. It is a site of local importance for nature conservation in its own right and provides a valuable habitat for the many species I have seen here over the past 50 years.

The proposal to build executive homes on green belt land is totally unacceptable, especially as there are many brownfield sites available which can be used. The green belt spaces are not only areas of outstanding beauty, comprised of a wide diversity of plants and trees, but also provide vital habitat for the local wildlife, and play a vital role in helping to reduce flooding in the area. Furthermore these houses are not even proposed to be affordable housing to help first time buyers, this is greedy developers wanting to make big money by building on prime land, which does not have the local infrastructure to support it.

The existing highway structure cannot cope with the extra demand which will placed on it with these new houses, roads are already in very poor condition with potholes etc, and the added pollution and conjestion it will cause to an already overused A449 will be intolerable. Public transport links in the area are also poor.

Medical services which are already stretched to the limits will not be able to cope with the increased demand on services, at present it is almost impossible to get a doctors appointment without having to wait a considerable amount of time. Waiting times at Russells Hall Hospital are also going to increase as well as longer ambulance waiting times.

If these are to be family homes where will the children go to school as there are no places available locally? Will new schools have to be built? Will these also be built on green belt land?

Representation Summary:

Site Reference DUH211 Land at Swindon Road, Wall Heath, Kingswinford (The Triangle Site)

I am most concerned about the proposed development of 533 houses on the triangle of land DUH211 for the following reasons:

1 Loss of Green Belt.
All brownfield sites should be prioritised before using greenfield sites with the loss of agricultural land.

Whilst I recognise the importance of homes for people I believe brown field sites should be used first as a means of improving the environment of brownfield sites for current residents. New housing improves the local area where only dereliction existed before. This is a positive.
Using green field sites can only be seen as a negative, in an already densely developed area.

2 Effect on local schools.
The schools in this area are already at capacity. There is simply no room with the existing provision to accommodate more pupils and expect standards and pupil experience to improve, or at least remain constant

3 Effect on local services. NHS
There are not enough GP surgeries or dental surgeries for booking an appointment in a reasonable time span currently. More homes and people will exasperate this.

4 Effect on local services. Infrastructure
I am very concerned by the increase of traffic this site will generate on the road by Summerhill School and the A449. This is for safety factors for students in particular, CO2 admissions and noise pollution.

The Triangle DUH208
Reduced visual impact on surrounding area.
Health and wellbeing of locals affected adversity.
During works, disruption to traffic flow, noise and CO2 pollution.
'Rabbit runs' created due to impatience in traffic hold ups creating danger to pedestrians especially at school times.
What is currently an urban area will be eroded into new urban.
House values of current properties will be eroded as a result.
High quality new homes will be of a size, type and price unaffordable by current locals / offspring.
Lack of rail links and cycle lanes to ease congestion.
Overburdening of GP surgeries, dentists, hospital appointments, waiting lists due to the 863 homes and increase population.
Local schools currently just accommodate current numbers. Any thoughts on expansion will just cause more greenfield loss.
Developers have little o no concern on locals as they rarely live where they build, they prefer green to brown sites at less cost to develop, due to less cleaning of site = more profit.
Loss of valuable prime agricultural land which should nowadays be considered even more important in todays climate.
The impact on the environment and wildlife is of most concern, hedgerows,, owls, buzzards, bats and red kites spring to mind not to mention bee, butterfly and insect population.
Men in suits who don't live in this area come up with these proposals, should we all follow bad decisions and like lemmings just jump over the cliff because they say so? Once this valuable land is lost it is lost forever, look again at brownfield sites and reduce expected numbers, lets see the suits build in their local areas, lead by example!
