Yorks Bridge is already meant to be being replaced, and land lost from the Common to accommodate the new bridge.

This residential build will also have an impact on the wildlife within the area.

I live on the Moat Farm estate - currently out of my bedroom window I have a view of the fields, if this goes ahead I will have a view of a housing estate!!

This will lose the feel of Pelsall being a village.

Schools within close proximity have waiting lists for children as it is.

These small villages are already struggling to accommodate the new estates built over the last 20 years and the addition of so many properties and people would overwhelm the existing infrastructure in terms of roads, schools, doctors, dentists etc.
There is already grid locked situations at the Fingerpoint traffic lights and the lights in the middle of Pelsall common in the mornings and afternoon from 3pm until after 6pm.
The proposed larger Bridge at Yorks Bridge will only add to this because it will allow larger lorries to pass through Pelsall.
There are brownfield sites available in the area that should be used before encroaching into the precious green belt land.

I have lived in Pelsall [Redacted-GDPR] and I feel Pelsall has been robbed of green belt land over the years, losing MORE THAN IT’S FAIR SHARE and really CANNOT be expected to have anymore stolen. We have because of this, extremely large estates, schools which are already full and roads and junctions which cannot take all the extra traffic, which this plan and plans in the making are subjecting Pelsall to.

Pelsall at the moment has proposed plans to replace the “Yorks Bridge” which has been approved (a needless, dire plan) , and a proposal for an Aldi store on the “Old Bush” site. I am opposed to both of these plans because they will be detrimental to our village and now we have further plans under the above named plan, adding even more strain, traffic and pollution to our village.

Please leave Pelsall alone and consider how much we as residents have already lost, the damage all of these plans are doing to our environment, our village life and the extra pollution we will be subject to.

The proposal to build on green belt land is appalling and is detrimental to the whole area of Pelsall. We are a village and as such have limited facilities and infrastructure to support what in theory is a large number of houses. In total you are proposing to build 580 houses at Yorks Bridge and 763 houses at Coronation Rd / Mob Lane, this being a total of some 1343 new homes which I am sure would be welcomed with open arms but not on green belt land and especially not in a village that would not be able to support that kind of influx.

Central and local government keep saying that we should build on brownfield sites and protect the green belt. There are many brownfield sites in the West Midlands so why not build on them and save the green belt for future generations.

Pelsall is unique in that from wherever you approach it you have to pass over water. The common and other areas were gifted to the people of Pelsall. We have a number of commons and an area of Special Scientific interest which with the proposed Yorks Bridge development is near to being encroached on.

A recent document that we have received off Walsall Council about the proposed new waste and recycling centre in Aldridge finished with this final paragraph:

“Our preference is always to focus on brownfield sites for redevelopment as our green belt is hugely valuable and our aim is to protect it.”

So protect it and do exactly what you have said use brownfield sites. It has taken about 30 years to agree on a replacement for Yorks Bridge. Funny how this proposed development suddenly appears when a new more accessible bridge is about to be built.

Have the courage of your convictions in protecting our green belt especially for future generations as you have publicly stated in your proposal for the new waste site in Aldridge.

We object to the proposed development of 850 houses on agricultural land at this site. The loss of this land in the green belt for housing would, we feel not be favoured in Pelsall. The canal to the south forms a natural defensive barrier to development and any development could lead to further plans being put forward for nearby green belt land.
Under West Midlands County Councils Local plans for Aldridge, Brownhills, this land was designated as protected reserve for potters clay and fireclay for cilns and furnace bricks.
An increase in population would put a strain on education and health services and social services. Pelsall has in the past few years made great efforts, when asked to accommodate new housing developments. We feel, Pelsall has done enough. We request that this proposal will be withdrawn. If not, Pelsall would lose it's village atmosphere, and become a mere suburb of Walsall Borough.

In addition to the above, for site WAH 236. Natural England object to any housing development in this area because this is part of a Core Habitat Zone (see Local Nature Recovery Strategy (LNRS) Mapping
- Ecorecord) and is essentially a hot spot of biodiversity across the northern part of the borough.

Additional housing will clearly add to increased recreational impacts on Pelsall North Common LNR
and potentially Clayhanger SSSI, which is notified for its grasslands and wetland habitats.

The adjacent Pelsall North Common LNR is an important wildlife site and potential addition to the Chasewater SSSI complex, and provides a biodiversity north and south connection for species as well as providing connectivity between Cannock Chase SAC/SSSI and Sutton Park SSSI.

It offers key biodiversity corridors linking Pelsall, Brownhills and Chasewater. Pelsall North Common is a sister site to Brownhills Common, which forms part of Chasewater and The Southern Staffordshire Coalfield Heaths SSSI, having an existing important lowland heathland which is almost as large as Brownhills Common and is one of most important old heathlands remaining in the area. This site lying close to Pelsall North Common with its acid grassland and relict heathland plays a part in a key wildlife corridor linking Cannock Chase down into the centre of Walsall. As such it is another
important wildlife site in the Birmingham and Black Country Nature Improvement Area. This site is within the core habitat zone identified by the Ecorecord Natural Capital Mapping and Local Nature Recovery Strategy 2021. There are exceptional opportunities to link this site with Brownhills to the north east that represent significant wildlife habitat gain and community enjoyment and access for the area.

In addition the site is in close proximity to Cannock Extension Canal SAC/ Cannock Extension Canal
SSSI which is notified for Luronium natans, Floating Water-plantain. This site allocation is likely to
have an adverse impact on the site through water and air pollution. Habitats Regulation Assessment of the site will be required.

We have lived here for over 30 years and over recent years we have noticed the traffic on the Lichfield Rd and Lime Lane to be very busy, especially over the last 2 years since the estates in Norten Canes have been built. There is also a proposed Go-Kart track to be built nearby which will also impact the traffic.
The road deaths over the recent years are too high from Lichfield Rd.
I am concerned about the wildlife. There are foxes, deer, owls, birds and many more that will lose their home.
The schools can't take any more children, my daughter lives on a new housing estate and can't get a school place for her son which means an hours worth of driving a day for her to take and pick him up resulting in yet again more traffic and pollution.
We already struggle for doctors appointments

I write to object to your use of green belt land throughout the Black Country to use for housing and other building, particularly areas in Bloxwich and Pelsall.

These areas of greenbelt are greatly valued as areas of beauty that add to residents quality of life and feelings of wellbeing.
Areas like this that have been given status as green belt should remain so. There will always be need for more housing but alternative areas need to be found otherwise all our green areas will be lost.
I believe building on these areas will negatively impact upon local residents wellbeing and quality of life and would ask you to consider my views, which are commonly held amongst the local population and stop plans for building on greenbelt land in the Black Country.

I strongly object to the use of the proposed green belt sites for housing shown in the above summary. There is no justification for using these sites when there are so many brownfield sites within Walsall Borough that could be used and brought back into use. The only reason for doing this is that the sites are easier and cheaper for developers to develop for housing and whilst local authorities allow this to continue, they will always opt for greenfield over brownfield.
In particular, I strongly object to the following sites that are being proposed for housing development on greenfield sites -
Yorks Bridge, Pelsall WAH236
Coronation Road/Mob Lane WAH238 and WAH240
In developing these two sites, it will completely destroy the character of the area and the road infrastructure cannot cope with the current volume of traffic that travels through the village of Pelsall, so to build over 1300 more homes on these two sites will cause even more congestion and no regard has been made for the current residents of Pelsall who have had to endure ever increasing volumes of traffic over the last 5-10 years. With the current climate change emergency, we must preserve our green spaces as they are the green lungs of our local community - so to propose housing development in these areas is utterly ludicrous and wrong.
I also strongly object to the Calderfields, Aldridge Road proposal - WAH242 - as this will spoil the beauty of this area next to Walsall Arboretum, the only jewel in Walsall's crown!

My wife and I both work in [x] and have lived in [x] for over [x] years. We object to the proposed development in the Draft Black Country Plan of July 2021 at Site Reference WAH236 – Land at York’s Bridge, Pelsall on the following grounds:

• Residents on Moat Farm estate will find it extremely difficult to exit and enter Moat Farm Way during peak traffic hours between 7am – 9am and 4.30pm-6pm due to traffic from the proposed development. There is currently only one entrance for vehicular traffic on the Moat Farm estate so residents will have no choice but to wait for traffic on the Norton Road (B4154) to allow them to enter or exit the Moat Farm estate.

• Pelsall does not have the educational facilities to support the proposed homes on the development. Although mention has been made of building a new primary school, the proposals are not detailed enough for an accurate judgement to be made on them. The proposals also do not detail whether the local secondary schools have the capacity to absorb the increased number of pupils travelling from Pelsall to these schools.

• Pelsall does not have enough general practitioners or healthcare services to support a rise in the population of the village. In 2018 19.4% of the population of Pelsall was over 65 and therefore was more likely to require regular contact with healthcare services. If there is a rise in the number of elderly residents this will put healthcare services under increasing strain. At the same time, if there is an influx of young families in the village the current healthcare facilities may not be large enough to support effective neonatal and postnatal care.

• Public transport links in Pelsall would need to be improved for residents of the new developments. No concrete and detailed proposals have been put forward to show how an increased number of residents will be served by public transport. It is vital that Pelsall’s public transport links are made more frequent and environmentally friendly if the proposed housing developments are completed. Children and young adults will rely on frequent and reliable public transport to enable them to get to local secondary schools or colleges. Many of the bus services that serve local schools (such as National Express West Midlands bus number 9 from Pelsall towards Walsall) are already overcrowded before and at the end of the school day. It is also reported that buses serving Pelsall are often late during the day and that they are not a reliable form of transport. The proposed new development will exacerbate these issues. The Department for Transport in their publication 'Bus back better' (March 2021) wrote that one fully-loaded bus removes 75 private cars from the road. There would need to be a significant increase in the frequency of the buses serving Pelsall, if the proposed housing development is not going to lead to an unwelcome increase in the number of private cars being used by Pelsall residents out of necessity.

• The number of homes being proposed will dramatically increase pollution levels. This is because the number of households with private cars in Pelsall will increase. This will lead to a higher number of cars travelling through Pelsall. If the common land in the centre of Pelsall and Nest Common are still to be used as areas for recreation for children it is only right to minimise levels of pollution in these areas. On 28th April 2021 The Times reported that children living in areas with higher levels of pollution are more likely to experience poor mental health. If the local council and education authority are keen to improve children’s mental health, surely it is incumbent on them to retain safe and pleasant green spaces for the children who already live in Pelsall?

• The removal of part of the Green Belt in Pelsall will also have an adverse impact on the habitats of local wildlife that have been using the proposed development site for years. Wild deer often use the fields of the proposed development site and would find it difficult to find a safe alternative habitat. Also the construction phase of the proposed development would disturb water birds that live on the canal and nearby reed beds. This may result in the birds and other forms of wildlife leaving the area permanently. Again, this would harm the wildlife and remove a pleasant and safe area for local residents to walk in, having a negative impact on residents’ physical and mental health.

Summary
It is of course important that there is an increase in the housing supply in the Black Country. However, by implementing higher density housing developments, the proposed plan for site WAH236 risks harming the health and wellbeing of the current and future residents of Pelsall. The plan also does not give careful thought to ensuring the development is connected to the wider West Midlands region nor has adequate provision for healthcare and educational facilities.

I object to the plans to build on Green Belt in Pelsall.
It will destroy one of our very few local areas of undisturbed nature. We will lose an area where we can enjoy the nature that is on our doorstep and which we don't need a car to access. It is a lovely local area and is well used by dog walkers, children and nature lovers and we will have to travel to find similar elsewhere (causing more cars to be on the road, adding to congestion and pollution). It is a very high cost to the environment to lose green belt and agricultural land to housing. To continue to lose these relatively small areas of nature will gradually add up to more damage to the environment as a whole. Please consider the problem of climate change causing problems like flooding etc. To think it will be lost forever is quite devestating and upsetting. I am also concerned about the extra congestion on the roads in the Pelsall area that the considerable number of extra housholds will bring.
Surely there are areas in Walsall and Pelsall that need regenerating, areas of brown belt, derelict and unused buildings that can be bought and developed before considering using Green Belt?

These two green belt sites in Pelsall are full of wildlife, the former running beside the canal & the latter having a brook run through it together with the farming activities all enhance the wildlife found in these areas. I have personally seen red deer, foxes & rabbits, a vast variety of birdlife including herons, egrets & buzzards. There is also a great abundance of insects including dragonflies/bees & Marbled White Butterflies which I saw for the first time here this year making the most of the flora which enjoys freedom to flower amongst & round the edges of the farmland including Poppies, Foxgloves, grasses & buttercups/daisies, etc. Should all this be destroyed forever because authorities decide to plough head first through the easy options rather than fight to use up ALL the brownfield sights just because a lot of them are not straightforward to redevelop.

Also the green belt to the people who live or visit this area is key & apparently is very low down or non existent in these plans & it seems the mindset of those who put this proposal together. The ability to have such places to walk & enjoy the freedom for both physical & mental health needs became even more apparent through the Covid lockdown scenarios but is necessary just for everyday life & well being today & for future generations to enjoy. The proposals seem to ignore this vital necessity to be able to live a life to the full.

In addition Pelsall is a village dating from the Doomsday Book & it has developed & grown over the years into the beautiful place it is today but there has to be a limit to this expansion which these developments will exceed including it staying a village & not merging into the surrounding conurbations, these include the road capacity which is almost full within the village with current traffic needs of residents & commuters especially at peak times, a village is not built for heavy road usage & the number of vehicles would increase by at least 1,343 if each household only had 1 car & it is obvious if you visit the area for example in rush hours that this would cause further bottlenecks at the two sites as well as throughout the area. This links to the schools capacity for the additional children that would be needed & the bottlenecks & safety around the school locations in the village (parents parking up & endangering pedestrians & local residents) & then commute to the secondary school & academies. The additional car fumes & other related negative environmental damage caused to a village community should not be underestimated.

I am very concerned about the proposed housing developments in the Pelsall/Shelfield areas of Walsall.
I refer specifically to sites WAH 236 Yorks Bridge, Lichfield Road, Pelsall , WAH 238
Vicarage Road/Coronation Road, High Heath and WAH 240 Mob LAne, High Heath in Walsall.
These are precious green belt areas where local residents exercise, walk dogs and generally take care of their emotional wellbeing. Not only that, but there are numerous shrubs, trees and other greenery and water features, including small ponds, which provide habitat for a wonderful array of wildlife. Despite talk of enhancing biodiversity, this is more easily said than done and I am intrigued to know how the local species are going to be accommodated. At a time when the emphasis should be on protecting and enhancing our natural environment, I find it incomprehensible that these sites have seriously been proposed.
The existing neighbourhoods will be completely changed and will lose their character. Local schools will be inundated and there will be an inevitable massive increase in the amount of traffic on local roads, causing further disruption to an already busy network. This will lead to more pollution, noise and an increase in traffic incidents. These are not the amenities to serve an additional 1300 houses and the loss of the green spaces is something that will have a serious, adverse effect on hundreds of lives, human and animal.

I am objecting to YORKS BRIDGE'S Plan because not only are 'houses' not needed in area, the bridge it self needs a lot of money spending on it and I think the money would be better spent elsewhere. The traffic at the moment is to much for the narrow bridge, so a building site will not improve matters with lorries and vans plus workmen using it every day.

I am writing to object to plan WAH236 for development on greenbelt land in Pelsall.
1) These plans raise many more questions than answers why is green belt land being used when you only have to drive around the area to see plenty of brownfield land that could be used?
Exactly how many of the proposed 580 homes are affordable or is this area being used so that the developers can build more luxury homes that make them more profit but do nothing to address the housing shortage?

2) Everyone who lives in Pelsall knows that there are only 2 single handed GP's and a part-time GP based in Rushall. Appointments are already stretched so exactly where are these new residents going to access medical services. The local dentist already has a waiting list and the local schools are full to capacity. So how is this new development going to be sustainable. The Manor Hospital was already at breaking point before the pandemic.

3) The road infrastructure is already stretched with long queues from all directions to the finger post traffic lights in the morning and evening rush hour. Adding more traffic is completely unsustainable and the area will be grid locked. Add to this larger vehicles coming down from the A5 when the bridge development is complete - is the proposed development the REAL reason the bridge is being moved and widened?
Your document states that there are adequate public transport routes in the area - I suggest you come and try to cross the Lichfield Rd in a morning to the bus stops.

4) This country hosting the climate change forum in 2021 is a complete joke. How is destroying the countryside and bull dozing mature trees helping to save the planet? Wildlife in the area will be decimated and the risk of flooding that already happens in Lime Lane will be increased. That comes next - building on common land? As the bridge development has shown this can be done as long as there is a land swap for a strip of useless land that cannot be used for anything else.

5) This plan is ill conceived and a complete betrayal by our local authority endorsed by Westminster where the Prime Minister and his cronies dont have a clue about what happens in the [real?] world and affects the general population.

will we be able to find "Englands green and pleasant land" in a few years time. I very much doubt it in Walsall!!

The occupiers of new development, especially residential, will generate demand for sporting provision. The existing provision within an area may not be able to accommodate this increased demand without exacerbating existing and/or predicted future deficiencies. Therefore, Sport England considers that new developments should contribute towards meeting the demand that they generate through the provision of on-site facilities and/or providing additional capacity off-site. The level and nature of any provision should be informed by a robust evidence base such as an up to date Sports Facilities Strategy, Playing Pitch Strategy or other relevant needs assessment. The Council are currently preparing a new Playing Pitch and Outdoor Sports Facilities Strategy (PPOSS) to consider how to meet existing and future needs for playing pitches and other outdoor sports facilities. The PPOSS will scenario test the proposed major housing growth sites within the proposed plan and make recommendations for how best to meet the future needs generated by this population growth. These needs might be best met by either on-site provision of new pitches and ancillary facilities, off-site contributions to improve existing provision of pitches/ancillary facilities in the local area or a combination of both. Sport England are aware that there are several existing sports facilities locally that would potentially benefit from developer contributions in order to improve the existing provision to cater for the additional demand generated by these proposed developments. Sport England considers that the following proposed allocations are of sufficient size to justify suitable developer contributions towards sport to meet the needs of the respective developments. At Reg 19 stage, following the completion of the PPOSS, Sport England will make more detailed comments with reference to Sport England's Playing Pitch Calculator. This land is green belt and all brownfield sites should be used before any green belt land. There are plenty of brownfield sites that should be used first. Building on these sites would affect local schools roads and all other facilities. All derelict sites should be used first many of which have all the roads and infrastructure in place.
