Representation Summary:

Site reference - WAH231 - Sutton Road / Longwood Lane. Strategic Allocation - WS.6.
Comments below are made in reference to site WAH231 and refer to areas in various sections of the document.

Environment
As the site is a designated site of local importance for nature conservation (SLINC) there is a serious loss of wildlife habitat which will arise as part of this proposed development. This needs to be protected.
Various inconsistencies between plan and local site assessment reports around various environmental factors all relating to the WAH231 site.
Serious health risk to Sutton Road / Orchard Hills residents from increased traffic pollution/ noise.
Increased stress to Sutton Road residents with construction work and loss of green space.

Town planning, Infrastructure, health and well being
Proposed site has no pedestrian and no cycle access. Also lack of any street lighting on Longwood Lane, and pavement.
Sutton Road/ Longwood Lane would be unable to cope with increased traffic congestion including access issues into Sutton Road with no proposed details of how this would be managed.
Neighbouring areas such as Orchard Hills, Park Hall will see increased traffic as a result, only compounded by the fact that housing on this particular space will result in creation of a bottleneck within the local area causing disruption not just to residents but schools, and businesses too.
No capacity for increase in pupils at local schools and increased traffic as there is no feasible options for walking to schools which is encouraged across all local authority schools.
Design principles around more capacity for schools, and medical facilities are all hypothetical with no evidence in any of the proposals around how this will be achieved.
Proposed dwellings per hectare (dph) of 35 indicated is out of character with local area.

Landowners for significant portions of the land have NOT been consulted throughout this process, and do NOT support the proposed development. Based on all the above I believe this should be removed from the Black Country Plan.

Respondent: Mrs & Mr Sharon Eaton

Representation Summary:

We wish to oppose the proposed development WAH231 for the reasons below.

The current owners of part of the site proposed where not consulted and do not support the
development.
The huge capacity proposed has no additional infrastructure sitting alongside, such as schools,
doctors and dentists.
Both roads, Sutton Road and Longwood Lane are already exceptionally busy with long traffic
queues each morning and evening.
Any Longwood lane access would create severe traffic congestion through the day.
There has already been an increase in lorries, creating additional pollution and noise, therefore
a greater health risk to residents and their wellbeing.
There is no pedestrian, cycle access or street lighting which is already a hazard.
The development will adversely affect the value of properties in the area during the build with
noise and pollution and post build with the loss of privacy.
As this is a site of local importance for nature conservation (SLINC) it should be protected and if
removed will impact the wildlife habitat greatly. It also acts as a buffer to separate
neighbouring villages from Walsall.

Once again it will create more people, cars and pollution in the area, which can greatly affect people health and well being.

Black Country plan Walsall Longwood lane and
Aldridge road

Yesterday was the first me I became aware of the plans for 220 and 440 homes respectively, despite living just off [redacted - GDPR] and within easy walking distance of both areas. I think that this is a shocking failure of Walsall MBC and the consultation period should be extended
for the following reasons;
it is clear that there has been no attempt to consult with the immediate neighbourhoods
In order to provide access to these two areas, extensive development of Longwood lane would be needed to straighten and widen the road, which is heavily used by HGVs moving from Aldridge to the M6/M5interchange as well as local commuting traffic which makes the Sutton Road a continuous stream of traffic between 08.00 and 10.00, 16.00 and 18.00 with heavy use for the rest of the day, with a pinch point at the Sutton Road, Longwood lane junction.
It can be reasonably expected that building 440 + 220 houses in the area would increase traffic by at least 600 cars as most households in the area have two vehicles per household.
Building a community is not as simple as building houses, other facilities would be needed, such as nurseries, schools, shops, doctors. The current infrastructure in the area hardly supports the community as it is!
The destruction af an amenity that is often called the 'lungs of Walsall', where for many children it is the only opportunity to see cattle and sheep grazing. There would also be an impact on wildlife in the area.
The potential run off from housing estates that pollute the water courses and lakes, a classic example of that is Park Hall Lake , in between the Sutton Road and the Birmingham road, where the lake, I have on hood authority has been polluted by the connection of domestic washing machines to the storm drains that empty into the pool, something that should never
be allowed but is impossible to control.
It seems as though there has been little evidence of alternatives considered, in particular the replacement of redundant shopping areas with townhouses and brownfield sites that remain overgrown for years.
This is a brief complaint based on the poor communication process of Walsall MBC and I formally request an extension to this consultation period

There are inconsistances between the plan and local assessment on numerous areas.
There has not been a traffic assessment available within the report and the single access plan will
have unacceptable consequenses to the eldery residents of the Wood End Farm residents.
thiere site will be bordered on all sides by traffic that i submit will cause stress and anxiety'.

The local site assessment is invalid with the omission of F7 paddock information, this managed area
has an abundent wild life that includes Pheasant, Heron.Woodpecker and Bats.

Black Country Plan
Development Objections
Freedom of Information Act 2000 request
To Whomever it may concern,
Why is the site WAH231, Sutton Road/Longwood Lane included in the plan when it was clearly unsuitable? The current owners of 50% of this site, [Redacted-sensitive information] were never consulted about the proposed
development and do not support it!
From a personal point of view, my young family and I recently moved to this area; the high quality schools, vast green space, high value property and a generally family friendly, healthier environment were major contributing factors for our move. Having invested so much into this move we now feel like this proposal directly impacts on each of those points and more.
Furthermore, the site is unsuitable because:
Infrastructure
- Sutton Road unable to cope with increased traffic.
- Any Longwood Lane access would cause increased traffic congestion.
- Longwood Lane has no pedestrian/cycle access.
- Severe traffic congestion at Longwood Lane/Sutton Road junction.
- No capacity for increase in pupils at local schools - we are already on a waiting list for places at local schools having recently moved to the WS5 area. With even more residents local education facilities will be further stretched
- Proposed dwellings per hectare (dph) of 35 out of character with local area.
Health and Wellbeing
- Serious health risk to Sutton Road residents from increased traffic pollution and noise.
- Increased stress to Sutton Road residents with construction work and loss of Green Space.
Environment
- Serious loss of wildlife habitat [species redacted]. WAH231 is a Site of Local Importance for Nature Conservation (SLINC) and should be protected.
Why was the site included in the plan when it is clearly not suitable?
Who put forward the site for inclusion in the plan when the land owners of 50% of it do not support its development?

Representation Summary:

I strongly oppose the proposal contained within the Black Country Plan to take our precious greenbelt land in order to build thousands of new homes. I am disgusted by the proposal to build thousands of new homes between Queslett Road East/Aldridge Road, Sandhills and Sutton Road - all important green spaces near where I live. Most notably, the proposal for the building of almost 1000 homes between Queslett Road East and Aldridge Road. This will mean increased pressures on local amenities and schools, more pollution due to increased road useage, and will mean our area becomes subsumed into a greater Birmingham. It will result in irreversible habitat loss, for many important animals and insects (as well as, in regards to Doe Bank Lane, rare birds.) With climate change, greenbelt lands are more important than ever: they are carbon sinks and help prevent flooding in our local areas. They are bio-diverse, allowing important species to thrive. Once our greenbelt is gone, there is no hope of ever regaining it - a sickening realisation. Our local green spaces give us a sense of wellbeing, and contribute to positive mental and physical health. They allow us a tiny sense of being in nature, separating us from the urban developments (and the littering, anti-social behaviour and crime) of the city centre and Walsall town centre. I fear that without these green spaces, we will experience higher incidences of these issues. Andy Street has assured us that there are plenty of brownfield sites, which are prefect for re-development, which would be ideal for the developments you propose - not our last remaining piece of nature that protects us from the imposing developments sprawling from the town centre. Almost all of our council leaders have vehemently opposed building on our greenbelt land, which speaks volumes, and these voices of wisdom should be listened to.
There are online petitions that number over 6000 - people who strongly oppose the developments cited in the Black Country Plan, as I do. Will you just ignore these thousands of people, like me, who will fight to protect our greenbelt land?
I would urge you to reconsider, in light of strong opposition, and seek instead to build on brownfield sites. For the sake of the climate, the wildlife, the residents who these green spaces mean so much to, please do not take them away!

Black Country Plan
Comments Form
Section 2: Your Representation / Comments
Local Authority Area — ref. WAH 231
Location and site policy: Sutton Road, Longwood Lane
Comments in respect of the above:
This is an ecological diverse and sensitive habitat containing streams and ponds, mature trees and extensive wildlife including [Redacted-Sensitive information] presumably from Cannock Chase. There is extensive bird life including [Redacted-Sensitive information] etc. [Redacted-Sensitive information] are also seen. These together with insects, and wildflowers is why the area has been designated a Site of Local Importance for Nature Conservation.
The area links to the Arboretum Extension (a Conservation Area), Rushall Canal (SLINC), Calderfields Golf course and Hayhead Wood. Allowing development on this land would break this link and would result in the loss of visiting wildlife. Such a development appears to be contrary to Walsall Council Site Allocation Document item 7 Environmental Network Quote: The key issue for provision of environmental network across the Borough has been identified as follows: The Borough contains many environmental sites in isolation but consideration could be given to linking these to form more cohesive networks. Building on this land would break an existing environmental network and is therefore running counter to the council's Site Allocation Document.
The loss of green space would adversely affect the problem of climate change and the ability to reduce carbon dioxide levels given the reduction in trees and shrubs.
The construction of a further 202 homes on this site would lead to an additional of somewhere between three to four hundred additional vehicles using Sutton Road and Longwood Lane adding to the existing traffic congestion (particularly at the junction of Longwood Lane and Sutton Road) and would add significantly to air pollution which given the nearby motorway network is already high.
Any access to the proposed site from Longwood Lane would be problematic. There are no footpaths or cycle ways beyond the present houses. The lane is heavily used by cars and lorries and much of this traffic ignores the current speed limits. The lane is something of an accident blackspot and a nightmare for pedestrians, particularly the elderly, to cross.
Loosing green space and adding additional hard surfacing will add the surface water run off and additional drainage problems.
The plan, if accepted, sets a worrying precedent. By allowing building on Greenbelt / SLINC land it will open the way for future developments which will gradually erode these protected areas.
In the Black Country Plan — Planning for the future of the Black Country- Draft Plan Consultation 16 August — 11 October the paragraph "What does the Black Country Plan need to plan for" contains the following bullet points:
How we will address climate change
How we will create healthy and safe places
How we will protect and enhance the historic and natural environment
For the reasons outlined above the proposal to allow development on this site would go against all of these objectives.

I wish to register my objection to the proposed housing developments in the Sutton Road/Longwood Lane area as outlined in the Black Country Development Plan.

Not only is this an encroachment on our supposedly protected green belt, but the additional traffic (both domestic and construction) that would result would also cause increased congestion and pollution on Sutton Road and provide added stress to local residents.

Why build in the green belt when brownfield sites can be utilised first? I was under the impression that the Conservative manifesto outlined a commitment to ensuring the protection of the green belt or was this an empty pledge? I urge you to support local residents by asking for the Sutton Road/Longwood Lane proposals to be removed from the Black Country Plan

Site Reference — WAH231 - Sutton Road / Longwood Lane. Strategic Allocation - WS.6
Comments below are made in reference to site WAH231 and refer to areas in various sections of the document.
Environment

• As the site is a designated Site of Local Importance for Nature conservation (SLINC) there is a serious loss of wildlife habitat which will arise as part of this proposed development. This needs to be protected.
• Various inconsistencies between plan and local site assessment reports around various environmental factors all relating to the WAH231 site.
• Serious health risk to Sutton Road/Orchard Hills residents from increased traffic pollution/noise.
• Increased stress to Sutton Road residents with construction work and loss of green space. Town Planning, Infrastructure, Health & Wellbeing

• Proposed site has no pedestrian and no cycle access. Also lack of any street lighting on Longwood lane, and pavement.
• Sutton Road/Longwood Lane would be unable to cope with increased traffic congestion including access issues into Sutton Road with no proposed details of how this would be managed. • Neighboring areas such as Orchard Hills, Park Hall will see increased traffic as a result, only compounded by the fact that housing on this particular space will result in creation of a bottleneck within the local area causing disruption not just to residents but schools, and businesses too. • No capacity for increase in pupils at local schools and increased traffic as there is no feasible options for walking to schools which is encouraged across all local authority schools.
Design Principles around more capacity for schools, and medical facilities are all hypothetical with no evidence in any of the proposals around how this will be achieved.
• Proposed dwellings per hectare (dph) of 35 indicated is out of character with local area.
Landowners for significant portions of the land have NOT been consulted throughout this process, and do NOT support the proposed development. Based on all the above I believe this should be removed from the Black Country Plan.

Representation Summary:

With reference to the Black Country Plan site (WAH231) - Sutton Road/ Longwood Lane - Walsall

I feel disgusted that this site has been included in the Black Country Plan when some of the current landowners of this land have NOT been consulted and DO NOT agree to the housing development on their land. How could this have happened and why was their land proposed?
I also believe the site is unsuitable for development for number of reasons as listed below.

Infrastructure
- Access to the development would be Longwood Lane, which is a land with no street lights, no footpaths, no cycle access and is not on a bus route
- Longwood Lane and Sutton Road are already very congested as they are the main routes to and from the surrounding areas. They have long traffic jams at the junctions and along the roads even with the present number of cars.
- Crossing the Sutton Road is already difficult for pedestrians and bollards have had to be put in the middle of the road for their safety when crossing, even with the present number of cars.
Can these roads cope with the possibility of hundreds more cars?

Education
As a retired teacher from one of the local schools I know that there is no capacity for an increase in pupils. Local schools already have waiting lists. How can the schools provide education for even more children?

Environment
This site is a SLINC, a designated Site of Local Importance for Nature Conservation. The wildlife needs to be protected.

This year, within one hour, 24 different species of birds were recorded in our garden that backs onto the designated area. There are in fact 32 types of birds that are regular visitors to the garden or have been seen within proposed site, including Tawny Owls, Kestrels, Sparrow hawks, Buzzards, Great Spotted Woodpeckers, Nuthatches, Jay, Redstart, Blackcap and many, many, more. They need to be protected.

Muntjaks and Fallow deer are also seen on the proposed sight, one deer giving birth within the area. The WAH231 site is a SLINC and needs to remain so.

Heath and Wellbeing
As I am one of many Asthma sufferers, more increase in traffic pollution will add to heath risk and stress if the SLINC is to be developed.

I believe that this site is not suitable for housing development especially as land was put forward for development without the owners consultation or consent. Please can we count on your support for removing this site from the Black Country Plan?

Calderfields / Aldridge Rd

Building in these areas is unthinkable. We can't get to see a doctor and the schools could not cope. I live on Beacon Hill. The roads are always grid locked with many accidents in this area. Barr Beacon has always been a conservation area. We cannot cope with more traffic and more people. At times it can take half an hour to get into Walsall and half an hour to get in Aldridge. Sutton Road and Longwood Lane junction is very dangerous, extra houses mean more traffic. Aldridge road is always very busy with traffic travelling to Aldridge and Walsall.

Representation Summary:

[redacted] I would like to object to this site being used for additional housing in Walsall. As per the design principles and justification:
This site will NOT improve local facilities. Primary schools are already oversubscribed in the area, and increase in the population of this particular area will not improve local facilities unless money is used to improve the education centres we currently have in the area. Following the last 18 months, the local health centres are not keeping up with the demand of the population and cannot facilitate timely appointments for current patients. This will not support residents as demand for services will only increase.
The transport strategy with single access to Sutton Road will not be beneficial to this area. Already traffic on this road is congested at peak times and road speed limits have been reduced from 40mph to 30mph in the last 10 years due to issues on the road. Public transport along this stretch of road is also limited at certain times (for example, Sunday evenings when local buses stop running). Adding additional residents in this area will have a major negative impact on this stretch of road. It could cause serious health risks to local residents due to the increased noise and traffic pollution from additional housing.
Drainage is a big issue in this area for residents. Local residents have had to make changes to their properties to ensure their houses are not flooded when there is heavy rainfall. In particular the area of land identified as a site suffers greatly. The cost has unlikely been considered when assessing this land as a potential area for addition housing. The sewage system also struggles in this area with myself and a neighbour having continuous problems with drainage and multiple call outs to Severn Trent.
This particular area of lad has been designated a SLINC, building on this area of land should be prohibited to preserve the natural landscape and act as a wildlife corridor between the areas of Aldridge and Walsall. Over the years we have seen numbers animals in this area of land [redacted]and an abundance of wild birds [redacted]. They all require this area of land to live. Removing this landscape will destroy the homes of all these species which are already under threat from overpopulation and the removal of green spaces. The Black Country is an extremely built up area surrounded by natural countryside that should be preserved rather than constantly put at risk with building. There are numerous disused brownfield sites around Walsall and the Black Country that should be utilised first before considering green belt land. As far as I was aware, the loss of SLINC/green belt goes against the Conservative local and combined authority manifesto pledge to protect these areas of land. [redacted]

Walsall, Queslett Road East / Aldridge Road - Streetly

Developing on the green belt land will totally spoil the beauty of this local area. People have paid a lot of money to live in areas of large green spaces where they have the feel of openness.
Adding this amount of homes to the area will have a huge negative impact on tons of - traffic, pollution, access to essential services which in turn will have a negative impact on peoples physical and mental health and well being.
It is already be had to access services in the area so why add to it? This is not a good idea due to the all round negative impact it will have on the area in terms of economy and the environment.

I am totally against the use of the large swathes of farm land for housing development,
Why can't there be more smaller developments?
800 houses on Home Farm - by it's name - farm land
600 houses on Farm land
202 houses on the precious land along side the Arboretum - the only Jewel in Walsall's Crown, but with the way planning is going it will be totally surrounded by houses.
