Agree.
Yes, there are potential locations that should be considered including land north of Stonnall Road, Aldridge. A separate Call for Sites submission and accompanying supporting document have been submitted providing further details of the site, which could deliver approximately 300 dwellings as a logical, rounding-off opportunity without causing any material harm to the purposes of Green Belt.

It is necessary from a sustainable development perspective to ensure that every effort is made to accommodate the Black Country's housing needs within its own administrative area, so that the identified housing need is accommodated as close as possible to where it originates. However, no decision can be made until a number of key issues have been resolved, including:
* the full, objectively assessed housing need is identified
* the scale of unmet need to be accommodated from adjacent Birmingham through the duty to cooperate is agreed
* confirmation regarding the existing capacity within the urban area
* completion of a comprehensive Green Belt Review
If, after completing the above, there is clear and robust evidence to demonstrate that the full OAN and any unmet needs from Birmingham cannot be sustainably accommodated, the NPPF permits consideration of meeting any unmet needs elsewhere within the HMA. In such circumstances, a variety of factors will need to be considered, including those listed in the question.

Where it is appropriate to identify SUEs, it is considered highly sustainable to incorporate employment uses within these as part of a mixed-use scheme.

Locating new employment land outside the Black Country is likely to significantly increase out commuting from the area, which in general is an unsustainable strategy.

It is acknowledged that further evidence is required to help inform the housing trajectory for the new Plan period to 2036. In view of the issues regarding viability and delivery of housing, exemplified by the under delivery of housing recently, any proposals to prioritise brownfield land (which is not supported by the NPPF) through phasing should be avoided. The likelihood is that delivery will continue to be constrained during the first part of the Plan period and if the objective of significantly boosting the supply of housing is to be achieved, sites attractive to the market need to be brought forward at the earliest opportunity.
