It is acknowledged that further evidence is required to help inform the housing trajectory for the new Plan period to 2036. In view of the issues regarding viability and delivery of housing, exemplified by the under delivery of housing recently, any proposals to prioritise brownfield land (which is not supported by the NPPF) through phasing should be avoided. The likelihood is that delivery will continue to be constrained during the first part of the Plan period and if the objective of significantly boosting the supply of housing is to be achieved, sites attractive to the market need to be brought forward at the earliest opportunity.
