Disagree.
It is necessary from a sustainable development perspective to ensure that every effort is made to accommodate the Black Country's housing needs within its own administrative area, so that the identified housing need is accommodated as close as possible to where it originates. However, no decision can be made until a number of key issues have been resolved, including:

* the full, objectively assessed housing need is identified
* the scale of unmet need to be accommodated from adjacent Birmingham through the duty to cooperate is agreed
* confirmation regarding the existing capacity within the urban area
* completion of a comprehensive Green Belt Review

If, after completing the above, there is clear and robust evidence to demonstrate that the full OAN and any unmet needs from Birmingham cannot be sustainably accommodated, the NPPF permits consideration of meeting any unmet needs elsewhere within the HMA. In such circumstances, a variety of factors will need to be considered, including those listed in the question.
