Paragraph 7.10 - 7.13 - Funding for housing development in Strategic Centres needs to be evidenced. The viability study determines such areas as unviable, but the Black Country Urban Capacity Report suggests a capacity for 1300 houses in strategic centres. The additional supply of 1300 dwellings should be reconsidered.
