Draft Black Country Plan

[Shell Corner (non-site allocation)]

I understand new builds are planned in Dudley by 2039 79,000 (plus) new houses across 3 boroughs.
My question is:
Is there also funding to tackle current overbuilding / letting issues on Shell Corner - off Long Lane Halesowen B62 8DJ. And, for current local business owners, some where for customers to park safely 'off road'?
Other comments -
In the nearby area residential parking is also an issue. Causing issues on delivery days and refuse collection days.
Current council builds also need new windows and doors.
Suggestion -
Some older buildings on Shell Corner could be converted into a public carpark - specifically where DMBC is currently repairing the footpath (spending £69,000 - works due to take 6 wks.) On B62 - Long Lane Shell Corner round-a-bout easier access is also needed in the surrounding area. On Malt Mill Lane the pavements are very narrow. This makes it difficult for all pedestrians, dog walkers, school runs and disabled people. Can DMBC apply for a Government grant to improve the pavements?
With electric charge points for cars & scooters / wheelchairs etc.
