We require a separate clause for the protection of the historic environment and to ensure that any planning applications that come forward for waste proposals fully consider the impacts for the historic environment. A separate clause will allow specific wording to be including to protect the significance of heritage assets and assess issues that may affect their setting such as air quality, noise pollution, traffic trip generation etc. We recommend that you consider the advice within Good Practice Advice Note 3 which details the specific considerations for setting.

We are unclear at this time whether new waste sites are being proposed within the plan. If so, where are they located and what are the implications for the historic environment and what assessment has been undertaken to assess the harm? We remain concerned about the level of growth in the wider region and how the historic environment will be affected. We are keen to understand what Waste Site Impact Assessments will cover and how they relate to the need for appropriate assessment for the historic environment, where necessary. We request the inclusion of a clause relevant for the historic environment within paragraph 11.40.

Are there sites proposed for waste facilities or are there only local areas at this stage? What heritage impact assessment has been undertaken to date? It is difficult for Historic England to comment on broad areas and how these may be harmful to the historic environment or appropriate for development.

We would encourage the inclusion of text relating to relevant building material required for the maintenance of heritage assets and to ensure the availability of material to deliver local distinctiveness and character through new development. Reference to the Strategic Stone Study through a link to Historic England’s website may be beneficial.

We are keen to understand more detail about the approach to minerals development within the Plan and specifically minerals safeguarding areas. It is not possible for Historic England to comment on large areas safeguarded for minerals development and to consider the potential impacts for the historic environment. Will there be proposed minerals allocations in further iterations of the Plan? How has the Plan provided a positive strategy for the historic environment with regards to this issue? We would welcome the inclusion of a clause relating to the protection of the significance of heritage assets including their setting. Of particular importance will be the need to safeguard archaeological deposits and to consider appropriate restoration strategies for when minerals development cease to operate on sites.
