* Current road will not accommodate the extra traffic, particularly down Summerhill to the Cross and Kingswinford - Stourbridge Road

* Oversubscription to local primary and secondary schools if new schools not built to accommodate extra residents
*Local NHS services already overwhelmed and will be further stretched by large increase in residents
* Large number of houses crammed into small space will have detrimental effect on the current views of Kingswinford
*Increase in air pollution from reduction of green space and increased number of houses/cars

Representation Summary:

I strongly object to any proposed development on the Triangle. This piece of land is a valuable area for the local community and is used by walkers and joggers as well as adding greatly to the views and scenery in all the surrounding areas. Building on this area would result in a reduction in the quality of life, visually as well as in terms of pollution (noise and air) and an increase in traffic and congestion. Moreover, it would impact on the local wildlife in the area as we often see owls, bats and birds of prey flying over. The loss of the natural environment to the local area would be irreversible.
I would also add that this area is already over-developed and for the past few years the services and infrastructure has been stretched too far - this includes health and education services, shopping, banking, transport networks and businesses. It is already difficult to access public transport, with train services requiring a drive to Stourbridge or Wolverhampton.
As such I will continue to fight any proposed development, not only for myself but for my children and for future generations.

Over crowded school's will reflect on the student's results. Local services will also suffer, as a council you already struggle to maintain the local area, grass not being cut etc! Roads are already totally congested! More potholes than roads! This could bring over 2000 more cars to roads that cannot cope already not to mention the pollution this would cause! Doctor's services & hospital would struggle even more to cope.
We have very little green belt spaces where we can walk already! 4 developments have already caused this lovely area to be a nightmare and overpopulated. Yes we need more houses, however not using what little green belt we have left. I strongly opose this development.

There is a huge amount of disused brownfield development sites available in the black country, I see no
reason why greenfield should be developed at this point. These greenfield sites are seemingly just the
developers pressing for the biggest possibel returns, the council should target developers on using many of
teh disused sites to improve the characteristics of the area rather than build on greenfield which only
worsens the lives of residents. I also worry about the strain on our roads, amenities (doctors, hospitals), and
impact on the wildlife which is so cherished in this area.

The Triangle refers to land encircled by Swindon Raod, Lodge Lane and the A449. Building on this green field land should not be allowed. This amount of houses would increase the traffic around the area by a catastrophic amount, the roads just would not cope with the increase in volume, building on this scale would bring conjestion around the A449 both ways through Wall Heath is already at saturation point. A small incident on to the A449 brings the whole area to gridlock, I know! I used to work in Kidderminster, I have been stationary many times to and to and work in my car. We have no local rail link or metro line and bus public transport is poor, we only have the car to get about in.
In Kingswinford the doctors are full and in Wall Heath both schools are at breaking point. Why add to this situation by building hundreds of houses on Green belt where no one in this area wants them and they are NOT needed. Population growth in this area is neutral!

I am appalled at the Black Country Draft Plan for 533 houses at The Triangle (Swindon Road) and 330 houses at Holbeach Lane. It will have great effect on local services NHS. There are not enough local doctors and dentists in the area. [...] and it is a nightmare to get onto Swindon Road already on a weekend and also the A449 is a extremely busy road. The effect on schools would be dire there are not enough school places already. Local road infrastructure is already congested extra vehicles will cause higher CO2 emissions and poor air quality. Loss of Green Belt will impact on local wildlife and the environment. There is huge opposition to these plans and I have already emailed Andy Street. IF GREEN BELT IS GOING TO BE BUILT ON LIKE THIS WHAT IS GOING TO BE LEFT FOR FUTURE GENERATIONS? A CONCRETE JUNGLE. REMEMBER: ONCE GONE, GONE FOREVER!

AREAS - C - SOUTH OF HOLBEACHE LANE & D - LODGE LANE I SWINDON ROAD.
(ITEMS NOT IN ANY SPECIFIC ORDER.)
1)AFFECTS ON LOCAL N.H.S SERVICES;
Medical services are not adequate at the present time as it is. G.Ps & dentists being the main shortages at present. Infact my Surgery, at Moss Grove have had to introduce a new system to take the prassure Moss Grove by using Kinver Surgery for patients to help with their overload. This system was introduced before the Pandemic.
Russell Hall Hospital are still not meeting the 4 hour waiting time applicable since 2019.
being in my late lOs i have first hand knoledge of the services at the hospial and they are struggling on numerous fronts this would include parking facilities with backing cars backing up now within their parking areas and offsite parking where are all the extra patients from the proposed new housing developments going to cope with this problem. This wouid include ambulances no call out nad delivering patients. Last year I had a 2 hour wait for an ambulance for my wife who had fallen in doors and i couldnt lift her up, in the early hours how can they cope during the day.
2) AFFECTON LOCAL HIGHWAYS, TRANSPORT & SCHOOLS;
These areas are at full capacity or more at rush hours and various times during the day. there appears to be no works designated in the proposals. the whole black country plan is a no go right at the start, we have already had new housing developments here for the last 10 years’ adjacent to the the top of Stallins lane with no new amenities which has overloaded the roads here.
This has all increased noise and air pollutin to must break permitted limits at times.
like the quote regarding moving into present new astates in Kingswinford ‘Take advantage of what kingswinford have to offer great choice of schools?
In 2019 Carried out by Ofsted - Kingswinford School had -9 spaces and summerhill school had 16 spaces thats 2 years ago that means with new developments in place and working on more at present further travelling to schools not local to this area more traffic etc.
3) LOSS OF SACRED GREEN BELT;
With our green belt areas this as restricted noise and air pollution to a point, as mentioned above.
Any reduction of theses areas will increase possible health problems for young and old.
Need to keep our “Green Green Land of England”.
P.S THE BLACK COUNTRY PLAN FOR THESE AREAS ARE A NON STARTER.

The need for more affordable & social housing will not be resolved by building expensive homes on "The Triangle". Brownfield sites should be developed instead of Green Belt land otherwise there will be no green spaces left.
There are at least 2 other housing developments already within 2 miles which is surely more than enough for a small community & its limited resources to support as there have been no improvements to the infrastructure to date. Therefore any further development will have even more impact on local facilities such as doctors, schools, shops & emergency services. The roads are already busy & traffic jams are a daily occurence, any additional cars will only make it worse. There are limited bus routes & no trains or metro stops in the area so no alternatives to reduce the number of cars on the road.
A particular concern to me is the increased risk of flooding. I already experience pooling of rainwater following heavy or prolonged rainfall & this can only get worse if the Triangle which is agricultural land becomes and housing estate.

This is Green Belt and is also cultivated farm land currently growing crops and should not be built on, when other sites are available in this borough.
Traffic in the area is already grid locked in the mornings and evenings.
Extensive housing development is already taking place in the area and there is no provision for additional support infrastructure, ie schools, doctors, hospitals, police, fire, ambulance.

When current housing was built on Charterfields builders were required to sink homes into the hillside to preserve the open aspect which is now proposed for housing.

Representation Summary:

My concerns are as follows:

Traffic & Roads
Wall Heath is already very congested at peak times. The A449, which would serve both suggested sites is already very difficult to access if you live on the Beechcroft estate. Adding more access roads from the Holbeach site, in particular would greatly add to the already high levels of polution and congestion. The A449 is a major route between wolverhampton and Stourbridge, Kidderminster and Worcester and is already very heavily used throughout the day, not just at rush hour.

Road Safety
The A449 by Holbeach is almost impossible to cross. How would this be addressed?

Schools
The Primary schools are full!
Kingswinford Academy is full!
Summerhill has 16 places across the years.
The nearest high school then is Wordsley School.
The attraction to buyers of moving to Wall Heath is the belief that their children can access good schools - as it stands, this is clearly not the case.

Housing
The greatest need is for affordable housing - how many of the 863 proposed houses would fall into that category? Very very few if the past is anything to go by. These projects only serve the developers!

I think it is generally acknowledged that more housing is required, but my objections to the proposals announced for Holbeach and The Triangle are as follows.

1)As a firm believer in preplanning for any project, being Major or Minor, i feel that this is a big factor in these proposals. We all know of the situation regarding the difficulty in obtaining a doctors appointment, finding adequate school places for our children and the ever increasing volume of traffic on our local road network. If these housing proposals were approved, you would basically be saying to thousands of adults and a similar amount of children, to come and live in our area, but you will struggle to find school places for your children and also have difficultly in seeing a doctor should you need one.

In my mind, this borders on the irresponsible as it could be injurous to everyones health and welfare. I notice that there are no plans to address the issues of more doctors and surgeries, extra school places and road improvements to accommodate this large influx of people to such a small area.

I feel strongly that these points should be addressed and solved PRIOR to the approval of such a large volume of housing. Because not only will the new home owners suffer, so too will the current residents.

If you stop and think about it, these issues alone should prevent the proposals being accepted, Would the planning department be labelled as incompetent if the new housing schemes were given the green light knowing of the major problems it would cause.

Key planning issues should be addressed AND SOLVED before approving the scale and volume of the proposals.

2) Building on greenbelt land should always be as a last resort. You hear the saying so often "When its gone, its gone" and sadly is true.
The Midlands has been a powerhouse of industry over the centuries and I feel that more could be done to utilise brownfield sites more than they have. There are lots of vacant sites that should be used for new housing. How often do we see new office blocks that remain empty due to changing work practices, that were built with good intentions at the time but are empty now. I think that these sites should be used more wisely before we seek to encroach on our greenbelt land

If housing goes ahead on these 2 sites it will have a hugh impact on the social structure of the area.
*Health - already doctors surgeries are stretched to the limit. It is very difficult to get a doctors appointment already if these houses are built it'll be chaos!
*Russell Hall Hospital - Once again stretched to the limit already waiting to get a bed.
* Mental health - having countryside on our doorstep helps people struggling with these issues. One of the things being advised is to go for a walk in the fresh air in the countryside.
* Education - where are the children from these new houses going to attend school? Available places will run out.
Traffic - an increase in cars. If houses go ahead majority of homes now have at least 2 cars, so reckoning on that there will be at least 1,000 cars travelling round wall heath and Kingswinford. The A449 is already extremely busy and with the extra volume of cars traffic will come to a standstill. Extra pollution. More wear and tear on roads.
*Utilities - more demand on electricity, gas, water, we already experience electricity cute. Where will all the extra sewage go?
* Food - a big impact on the supermarket shelves. More people in the area will need to buy food.
*Brown sites - across Dudley there are empty sites where disused factories/ offices are. Surely it would make more sense to utilise these sites first for building new houses. They have the advantage of already having the utilities there.
If new houses are built as the proposal the whole infrastructure of the area of K/ford& Wall Heath will be changed forever.

*Loss of greenbelt land will have a devastating impact on the local community. The whole character of the area would be changed. So many people have enjoyed these green belt areas for many years but never more so that during lockdowns - when walking has been so good for our mental health.
* Quality of life in our local area would be impacted for more traffic on our already congested roads, leading to increased pollution + road safety issues, higher noise levels + light pollution from so many new homes - not too mention the building noise levels/ traffic from construction work.
* Local Facilities are already struggling - not enough doctors, schools, shops, emergency services for our local community + the impact of more housing would be too much of a strain on the area.
* Providing more 'high value' housing will not help with the lack of affordable/ social housing + will lead to the local road infrastructure being unable to cope. There are few bus routes, no train services, poor cycle networks in the area offering alternative travel for commuters.
The destruction to the local environment would be completely devastating

I wish to object about the proposed developments above for the following reasons.
Traffic congestion in the area already is horrendous with it taking 20 minutes to drive less than a mile to my childrens school. My back garden backs onto the Swindon Road and every morning and teatime I can see traffic stationary and backed up a couple of hundred yards from the lights at Lodge Lane. The Kingswinford Cross and Stallings Lane/Moss Grove lights are worse than this. As a result drivers are cutting through estates causing pot holes which are regularly being patched up by highways department. As a bear minimum for a development of this size the whole road infrastructure would need to be improved with widening of roads for extra lanes and possibly roundabouts instead of traffic lights.
As a follow on to this point and more specific to the triangle development is the safety of pupils at Summerhill School. Nearly all the children walk to this school from the cross road Swindon Road at Lodge Lane. I see almost daily children running between stationary cars to cross over.
I can recall several occasions of cars slamming there brakes on to avoid hitting a child. With the increased traffic the probability of a child getting hurt or worse increases.
Doctors - my family use two of the local surgeries and have experienced difficulties getting appointments. These developments would require extensions on the existing doctors or a new surgery altogether.
Public transport links - with limited bus routes available, no tram, no train station (nearest 40 by car) all new residents would use cars causing congestion and extra pollution. I believe Wordsley (by the Cat pub) was already hightlighted recently for poor pollution and alot of vehicles would be funneled into this bottle neck.
Flooding on the estate opposite the triangle especially Meadfoot Drive has happened previously if developed on extra measures would need to be put in place to prevent this.
Schools - having immediate family in both primary and secondary schools in the area I know these would not cope with additional children. Even if expanded there would not be the staff available.
Wildlife in the area would no doubt be killed off as a result of this and a appropriate surevy will show how much is in the area including lots of prey including owls.
In summary I would like to say I have lived in this area all my life and this would ruin the village. I believe the most dramatic impact would be on the local roads which would have to be remodeled to cope.

Traffic & transport
- More vehicles from the developments will make roads even more congested than currently - and currently they are really busy.
- Pollution will increase to unacceptable dangerous levels

Loss of countryside
- These are used by local residents and have been invaluable during the pandemic
- Higher noise levels will impact wildlife & quality of life for residents
- Light pollution will increase & air quality will decline due to traffic congestion
- Loss of wildlife corridors linking green spaces, impact on climate change

Pressure on local facilities

These birds are in danger of being wiped out in this country so to take away land that they breed on will be devastating to say the least.
More homes mean's, doctors, hospitals, roads, schools etc plus a bigger place to busy people and all the pollution it will bring with it.
We need to "SAVE" our "GREEN BELT" to grow food for a ever growing population, Wall Heath used to be a village but no longer, this is what happens when you keep building on the Green belt.

At present it is almost impossible to support a normal life due to the problem of getting from A to B. A hospital appointment five minutes away can take forty -five minutes or more to get to. The roads are not fit for purpose now!!

Are the planners demanding wider roads and more roads in our area to permit the movement of an enormously increased population? The occupants of these proposed mostly four bedroom houses will probably have a car each - up to four cars per householder average! There will surely be grid lock! We often teeter on the edge of grid-lock now!
How can ambulances fire engines and police vehicles get through to us?
How can our Doctors Surgeries, Hospitals, Schools, Refuse Services, Caring Services etc. Cope with a vastly increased population. They are not coping now!
Building on Green Belt wont help a young generation or newly single people locked out of the housing market. These people cannot afford large four bedroom houses.
Where will people walk when the Green Belt is no more. Walking there enhances their mental and physical wellbeing.
