Triangle site : BCP Policy HOU1. BCP Site Ref DUH211 p 371 DSA2 pg 424-428
The proposal to build executive homes on green belt land is totally unacceptable, especially as there are many brownfield sites available. These are areas of outstanding beauty which provide vital habitat for the local wildlife & play a vital role in reducing the risk of flooding in the area. Further more these houses are not even affordable houses to help the first time buyers, this is greedy developers wanting to make big money from prime land which does not have the infrastructure to support it. The existing highways cannot cope with the extra demand leading to more congestion & pollution. Medical services are already stretched to the limits with unacceptable waiting times for hospital & doctor appointments & long waiting times for ambulances. Schools are also full, where will children have to travel to for their education?

The Triangle - DUH211

My objection is for The Triangle being built upon as this green area provides so much pleasure to local people. It is a pleasant peaceful place for people to take walks and enjoy the fresh air. The shrubs and trees surrounding the Triangle and the wildlife would be destroyed.
The extra housing would bring more people and cars to the area, more people would increase the pressure on health services. The extra vehicles will add to the problem of the congestion of our roads.
Our schools may find it difficult to accommodate the extra children as most of the schools have reached capacity. It would be a sad day if these green spaces are covered by bricks, mortar and concrete what a loss our future generation can look forward.
Once gone gone forever.

Representation Summary:

My comments relate specifically to the parcel of land in Kingswinford, defined as 'The Triangle', reference SA-0025-DUD.
This land is classified as Green Belt, and therefore, by your own definition and that of Central Government, it's release for Development must be for exceptional reasons. A number of the trees on this land are specifically protected by TPO orders, and the site as a whole with it's hedgerows and diverse species of trees, shrubs and plants provides a habitat to a number of varying species of wildlife.

The residents adjacent to the land benefit from a view over green space from their houses which provides a countryside outlook from the edge of the conurbation. This land is regularly used by local residents of both Kingswinford and Wall Heath for walking and also offers a safe walking route to school for many pupils to Summerhill School, away for the dangers of the busy A449.
Therefore, to many local residents, this small parcel of Green Land offers some relief on their doorstep from their own Urban environment, particularly important for the elderley residents of the area.
The highways in this area are already extremely busy, with the A449 regularly congested from the centre of Wall Heath down to the island with the Swindon Road, and the A449 junction with Lodge Lane is particuarly busy when vehicles are trying to cross the traffic into Lodge Lane. The traffic lights on the junction of Lodge Lane, Cot Lane and Swindon Road are also extremely congested at all times of the day. To increase this traffic with this many new homes would be environemntally damaging for the area, with an increase in stationary traffic also decreasing the air quality in the area, which is particularly close to a large secondary school. When we are all so much more aware of the air quality around us, it would be irresponsible to increase the exposure of noxious fumes from more vehicles onto our children, in an area where traffic fumes are already high due to the excessive traffic already using these busy routes.
The introduction of road improvements would not help reduce noxious fumes as there would still be more vehicles using the local raods and could possibly encourage greater fume build up as more traffic from surrounding areas would also be trying to use improved road networks on their journeys. Tthere is no doubt that more traffic would endanger our children to the exposure of more vehicle fumes, but would also make their route to school even more hazardous than it already is with more traffic to negotiate when walking to their school.
Developing adjacent to a school is irresponsible, with greater noise and dust from the construction traffic causing disturbance to their learning environment, which will also increase the dangers to our children trying to walk to school and negotiate large delivery lorries and workman's vans. Lodge Lane is already a bottle neck at the start and end of the school day, which would coincide with the arrival and departure of construction traffic and deliveries of materials.

I (and the others attached to this comment form) oppose the development of The Triangle SA-0025-DUD (Dudley Appendix A, page 79), Holbeache and Friar's gorse fields (behind Lawnswood Road, the A449 and River Stour). This is an area of Greenbelt land which has been a place for me to relax, stay healthy, engage with nature and the local wildlife for all my life. Greenbelt land should be the very last resort as sites for new building - if we permit development of this piece of land, where will it stop? It has great environmental significance, with a large number of birds and small mammals - we should be doing all we can as a nation, and within local councils to protect our precious biodiversity: The area is the beginning of the nature corridor that is so important for the Black Country - this is our buffer! We need British wildlife! Preserving these areas, especially as other sites are reduced, is greatly important for current, as well as future generations, for mental and physical health; especially given the known climate issues locally and internationally. Dudley, and especially Kingswinford, is an area currently with high planning levels and new developments - few of which are sustainable housing with green solutions and energy (the proposed planning is for 'High value' homes - which is not meeting the need of social and affordable housing in the Black Country). The area does not have suitable infrastructure for so many new properties. The local area has large level of run off rainwater, which will increase as roofs and concrete prevent this soaking into the ground. This will contribute to increased local flooding, road delays and further carbon dioxide emissions as vehicles are stationary for longer. There are already significant traffic issues within the local road network and road level pollution including Wordsley High Street (already one of the most highly polluted in the borough), all of which will directly be impacted by building more homes. There will also need to be large expansion of local schools - which will lose the community spirit of the area as the 'village' expands and mean students get a much less personalised educational experience. It is also likely that families will lose choice in educational provision for their child – a poor situation in 2021 in the UK. On top of these issues currently and very regularly, patients cannot get quick appointments with doctors and dentists. This will not be alleviated by almost 1500 new homes in the area! There needs to be huge changes to local infrastructure.
This is inappropriate, irresponsible development which will cause harm to local wildlife and local people. This is not benefiting the Black Country's housing need: It is the local Councils providing financially preferable options to building companies to appease them, instead of insisting on the development of Brownfield sites and previously developed units - which would reduce the carbon emissions of concrete and new build supplies, in turn reducing harm to local wildlife and improving areas which need significant development. This is not Kingswinford.

Black Country Site Assessment Report
Section - Dudley Appendix A, Page 79. The Triangles SA-0025-DUD

I object to the proposal to build on the blackcountry site as per the above. The green belt.
As a resident it is a big concern to me and my two children and partner [redacted] we may loose this green space which we love so much and is so important to us.
We regularly use this area for walks, bike rides, dog walking, study exercise and has a positive impact on our health and happiness as a family. I often use the woods in Lawnswood to study nature and undertake activities with my children and they are very sad at the loss of trees already.
The visual amenity and character of the area would dramatically change. Higher noise levels impacting residents and wildlife. Loss of wildlife and countryside, trees, so important.
It would cause increased traffic, congestion in areas already high (A449 and A491 gridlocked mornings and traffic in Wordsley and Kingswinford from Stourbridge is badly gridlocked between 5 and 7 pm. Doctors surgerys, schools, emergency services are already and pressure and struggling with demand.
Surely sites of biodiversity such as this should be protected, for future generations and our children to enjoy and appreciate.

Representation Summary:

Representation Summary:

Local Authority - Dudley. Site - 'The Triangle' off Lodge Lane.

Policy CSP1 – Development Strategy. Building on these sites, in particular 'The Triangle' off Lodge Lane would deplete natural habitats for animals and reduce the amount of open space which some people rely heavily on for an improved state of mental health.

3.14 Paragraph 137 of the NPPF (2019) There are many brownfields sites which should be developed on BEFORE the removal of greenbelt land. On my way to work driving through Brieley Hill, there are 2 disused sites which could provide alternative sites. There are also many disused factories in the Dudley Borough which could be utilised first.

Policy CSP3 – Towns and Neighbourhood Areas and the greenbelt.
Paragraph 3.43 These locations are intended to be places of choice for living. Many people choose to live in this area to escpae the busy nature of urban areas (myself included having recently moved). The current infrastructure is not in place to support the number of houses suggested for the site - roads would become dangerous and busy. Doctors would also be unable to cope with the additional pressures which the increase of population would bring.

Policy GB1 – The Black Country Green Belt 3.79 To ensure the openness of the green belt is maintained. The site off Lodge Lane is very clearly still good agricultural land and the govenrnment committed a 25 yearplan to protect land of this quality and use the soil in a sustainable way - how is this being upheald if the site is used for housing?

Policy DEL1 – Infrastructure Provision. All new developments should be supported by infrastructure to serve its needs, mitigate its impacts on the environment and the local community. There is already a strain on many local services (not including doctors etc) such as lack of youth centres, good quality equipment on parks etc. The impact on schools would also mean parents preferred school would be jeapodised due to an increase of children. In 2021, there were no places for reception children available in Wall Heath and and only 1 school in Kingswinford with places.

Policy HW1 – Health and Wellbeing. Due to the scale of the development proposed on 'The Triangle' on oLdge Lane, the noise, traffic and general disruption would continue for a prolonged period of time, along with causng dangers for young children living in the area and an increase of air pollution.

The roads around Kingswinford are congested enough without more houses being built, which will contribute to even more traffic. The queues you have to wait in to get through Kingswinford are ridiculous.

You should not be building on Green Belt Land. There is enough Brown Belt Land to build on before you start on green belt land. There is not enough hedge row as it is, you will be changing things that will be detrimental to the climate and wildlife.

Apart from this there is not enough schools and health services.

Why have you declassified this land from the Greenbelt?

DUH208
DUH211
I recently timed a 1.7 mile journey [redacted] to Pensnett Community Centre at 25 minutes which equates to something like 4 mph. I left home at 7:55 to avoid the school traffic and the delays at High Oak caused the the pedestrian crossing lights switching to red every few minutes due to the school children crossing. If I had left home at 8:15 I would have hit the school traffic and my journey would have taken longer. These timings were taken when there were no road works or diversions in place in and around the area.
By comparison, the average traffic speed in central London is 8.5 mph meaning that politicians driving to 'work' at the Houses of Parliament can get there at twice the speed of people in Wall Heath and Kingswinford who work in Dudley and beyond. If people are unlucky enough to be driving home from the Dudley direction in the early evening, they are going to have the frustratingly slow journey repeated again in the evening
Not only do these extensive jams cost money but they also ruin air quality, cause ill health and create stress.
If the Summerhill triangle and Holbeche developments together with the brown field development on the old Ketley Quarry (which I support) get the go ahead they will be adding a potential 2,000 additional cars to the existing jams which will create further adverse effects on the health and well being of Wall Heath and Kingswinford residents.
In addition to traffic problems, the building of hundreds of new homes will rob the borough of much needed greenbelt space, cause pollution and place further strain on local schools, doctor’s surgeries, hospitals and social care facilities. I would ask that the green belt development plans are scrapped and that sites for new homes are distributed more fairly across the whole of the borough.
I have never encountered a comments system that is so hard to find and difficult to complete as this one. I believe that the leader of the council has deliberately placed as many obstacles in the way of democracy as possible

Representation Summary:

I object to the proposals for housing in the Black Country where it felt green belt land should be used especially on sites DUH 208 p371 (Holbeache) and DUH 22 p371 (The Triangle).
1.0 The road structure around the village of Wallheath, the town of Kingswinford and the surrounding area where the A449 is a feeder road cannot sustain the traffic that now uses this road, with thousands of cars and trucks coming through wall heath village on a regular basis. The infrastructrure was never built to sustain the continual pounding of traffic and already the local councils are struggling to maintain the roads in the area. When doing so, the traffic build up blocks the whole traffic network around the area.
The pictures below are just one example of a problem outside Holdbeache house which blocked up the whole of the a449 through Wallheath. Imagine the impact if you build houses on the field opposite and at The Triangle
[2.0, 3.0 - pictures available in redacted attachment]
4.0 To get anywhere now takes twice as long due to the amount of traffic on this road network, emergency vehicles struggle to get through and it takes at least 10 minutes to get across the A449 from Beachcroft Road or Maidensbridge Road, that's if anyone is good enough to let you out.
5.0 Russells Hall hospital has been on emergency measures and has a very poor name due to lack of beds and its inability to cope with the area it covers, bearing in mind this area once had Wordsley hospital, Corbett hospital and Dudley Guest. Though we are told this is not important in the scheme of things, it certainly is when it is your family that cannot be seen or are stuck on a trolley waiting several hours ... That's of course if there is an ambulance available to getto them.
6.0 Schools cannot cope with the student numbers, many are failing due to the influx of numbers and lack of government assistance.
7.0 This area used to be proud of its police presence, with stations in Kingswinford and police patrols ensuring safety in the villages. Now we have drug gangs in the area knowing full well that they can get away with it as there are not enough police to cover the area and its residents. Then of course you have the ongoing thefts that are now on a regular basis where police do not even bother to come out as they have not got the resources to cover it.
8.0 Then lets look at the world initiative to save the planet. We are being told by our government and national leaders that our planet is in danger and we need to save it wildlife, he trees and the very areas that give the planet a chance to breathe .... Our greenbelt. So why do councils feel its is a good idea to allow building on this precious space. Is it the fact that there are deals being done with developers, or is it the fact that greenbelt land is cheaper to build on than brown belt which needs to be cleared before building commences, i feel it's a bit of both.
9.0 You want to maintain a healthy community who can breath fresh air. When covid 19 struck and all but few vehicles were on our roads, you could actually smell the difference in our environment, especially living by the A449. Now its back to the taste of carbon monoxcide, the literal change in the last 6 months has shown us how unhealthy our area is. If you add further housing to this area you will kill off not only the area but the planet you are supposed to be trying to save. Our greenbelt is precious it helps us mentally, physically and should not be considered.
10.0 There is enough building work being done at the top of Stallings Lane with 3/4 new housing developments being done.
Protect what is left of this area and save our greenbelt. I object to greenbelt being used for housing especially on sites DUH 208 p371 (Holbeache) and DUH 22 p371 (The Triangle).

Representation Summary:

I object to the proposed development of 533 'High Value' houses on the area known as The Triangle, on the following grounds:
The loss of green belt: this area is useful agricultural land; it provides a valuable green belt boundary for the local area, which if lost, is lost forever. If this proposal goes ahead, it could be held as precedence for future development of other local sites.
The impact on local traffic would be immense. Our village has narrow roads, which are already dangerously congested. An increase in traffic would mean gridlock as well as a dramatic jump in air pollution.
Local facilities such as schools, medical care and shops are already under pressure since the building of two large estates on Stallings Lane (no facilities were built in this area, leading to an increase in use of existing facilities). New facilities are not being built by development companies or the local authority to support these developments.
The proposed 'High Value' housing does not give affordable housing for people who need it; rather it encourages more people to move into the area, leaving nowhere for people to get on the housing ladder locally.
This development would stretch our already delicate village to breaking point. We do not want it.

The reallocation of former Greenbelt land is in my opinion unnacceptable and shortsighted, particularly with the current environmental concerns regarding climate change. This not only removes valuable "green" areas but replaces them with increased traffic and other sources of carbon emmissions. The influx of so many residents to the area would place unnacceptable additional pressure on local infrastructure and amenities such as doctors, dentists, schools and road networks
