Gas pipes and amenities, are old and often have blocked or leak along the Stafford Road. Newtown (just my house) has had gas repairs 6 month - yearly . We have been told year after year the pipes are lead and old, like the sewerage systems and cannot cope with the houses already here. Once a repair or cap is done it put pressures further up the road and it repeats itself time and time again. Which then adds to the traffic congestion issue when they close part of the road down for repairs.

In my humble opinion the idea of up to 1200 new homes on the Queslett / Aldridge road site is frankly ludicrous. Based on the average family model this would mean at least an additional 4000 people residing in a what would be a large rabbit warren of an estate. Crime would increase and traffic would become horrific at already busy pinch points with at least an additional 1200 cars; probably far more as most families have 2 cars. Where would the children of these families go to school? Where would they shop? Sorry it’s just a silly idea.

Again, if Walsall is to build over 1200 new family homes, then the provision of utilities needs to be looked at, including the provision of adequate satellite/internet services as at the present time Pelsall and it's surrounding areas appear to experience an awful lot of 'out of service' time.

A further issue would be the provision of education/school numbers/available admission placed if the new homes are for families with school age children.

The road network in Pelsall/Shelfield area experiences severe traffic flow issues on a frequent basis now and consideration would be required regarding this

Green field sites should NOT be used whilst there are so many empty premises.
Priority should be:
1. Use empty houses, find legal ways to stop profiteers keeping property empty just for financial gain.
2. Relax "change of use" rules. Convert empty shops to residential property. Convert any building to residential or business use e.g. churches, old admin buildings, derelict buildings.
3. Make good "brownfield" sites for commercial or residential use.
4. Provide affordable opportunity for people living alone in buildings where there could be multiple occupancy, especially the lonely elderly who would benefit from moving to premises where there would be company and camaraderie.
5. For every new housing development, provide local shops to negate the need to drive for provisions also local schools, local medical care, local social clubs and local public transport.

Further to your email and our further discussions with regard to the above, I have collated information for your
allocated sites with regard to future Water Supply and Groundwater Abstraction.
I was hoping to send out one single response covering all of Severn Trent’s responses for Water and Wastewater, but unfortunately, I have yet to obtain a response with regard to the impact on the sewage treatment works and the sewer network, however, I have chased for this. The sewer network information is likely to be completed by the end of next week. As I type, I’m still awaiting some completion details for the sewage treatment works.
In the meantime, here are our comments for the other water supply :

FUTURE IMPACT ON WATER SUPPLY – Our Demand Team have responded back to me and having reviewed the list of sites along with the details in the consultation document for the housing need. Having also checked the housing need against the WRMP19 housing that we have, whilst this is slightly higher than what is in our current plan, we do not have any concerns for the additional level of sites. As we are currently refreshing our housing data at the moment for the next plan, we will be including your latest levels. Overall, we have no concerns from a resource side.

FUTURE IMPACT ON WATER RESOURCES – The Water Resources Team have reviewed the allocated sites. Please find attached the spreadsheets showing the impact in a RAG status format for each individual site.

Also, in October 2012, due to a change in legislation, some former private sewers have now become this Company’s responsibility and may also be present on the site. Any underground asset (such as gravity sewers or rising mains) will
need to be protected and any new properes will need to be posioned a certain distance away from these pipes
(dependent upon the size of the pipe). Alternatively, it may be possible for the pipes to be diverted, in some certain circumstances, work to divert assets may be deemed as high risk and would need to be undertaken by this Company.
This can be a lengthy process and may impact the delivery of any building work on site.
Also, we would advise that where a proposed development site is close to a Non-Infrastructure site (such as a Sewage Treatment works or a Sewage Pumping Station), the proposed buildings need to be set a certain distance away from the compound site in order to minimise on future noise / smell / nuisance issues. Any developer wishing to build on these allocated sites would be advised to discuss this with our Asset Protection Team at the most earliest convenience. Representation Summary:

With less than three days to go before consultation regarding the Black Country Plan closes, how do I make comment on a plan that has been developed for over four years by a team who have access to both private and public research, investigations and ideas? A chance word last Monday made me aware that there was a plan and after an e-mail exchange with the local authority to find it, I discover that the deadline for comments is next week.
It would appear that the need for the councils to build 75000 extra houses across the whole area is the principal issue together with the supporting infrastructure of employment, education, transport, medical facilities, shops etc.. On the face of it I applaud the use of ‘brown field’ sites but I am concerned about the ‘green belt’ areas that have been identified. These seem to be small and scattered across the area. Assuming that this whole exercise for each council to build affordable housing, will the housing stock be in keeping with the area? In Worcester Lane (Stourbridge) houses already exist worth in the excess of £500,000 so is the council proposing to build their houses in the same style as the rest of the area. Will there be sufficient schooling available for these new families – local schools are currently struggling to find space for existing children so a new school would have to be built. Would any new schools built on this ‘green belt’ land, cause existing small schools to close (thus providing new brown field sites) The whole idea of using small areas of ‘green belt’ land to top up the local authority housing stock needs to be carefully thought through in terms of costs. Will the council houses be built in keeping with the existing local stock – how much additional cost will be required for educational needs – will the current medical services need to be improved.
No doubt all these issues will have been considered over discussions in the last four or five years but if this is a plan for 2039 how many changes are there likely to be before then?
‘Brown field’ sites should be the first to be developed even if they are more costly. Using land which is doing nothing and le to go derelict, will always be preferable to using our precious ‘green belt’. This could also be used to meet the various Council objectives of cleaning up the environment. It is likely that once the ‘brown field’ sites have been used, new sites will be required and ‘green bel’ has to be used but these areas must be dealt with sympathetically and new builds must be developed in the style of the existing area.
These are just general thoughts as I have not had me to digest the plan or even Dudley’s part in it. I get notified of the lay persons who want to be elected on to the West Midlands Police Authority but with something much more fundamental to my area, i.e. a Plan for the Black Country, I have received no notification or information.
