development to deliver homes and
buildings that are warm, dry, energy
efficient, well ventilated, acoustically
comfortable and well-lit. The Black Country should make a statement to specify a better quality of housing beyond the current consolidated Building Regulations standards, which continue to produce examples of non-decent housing.
