Our concern is that it takes a considerable amount of time to make funding available for new development and this is holding back sites from being released. Furthermore, it cannot be guaranteed that funding which is provided now will continue to be available during the plan period. In this context, it is important to ensure that there is a balanced supply of housing provided; taking into account that intervention funding may not always be available. We suggest that a greater proportion of development should be directed towards greenfield/Green Belt sites that are less likely to require intervention.
