Constributions by developers via s106 Planning Obligations, s278 Highway Authority Obligations and Community Infrastructure Levy only tickle the edge of the funding required to radically improve the Black Country infrastructure and bring it up to an acceptable standard. Central government funding is required, and the Black Country must press for a lion's share of the money received by the WMCA. (Too much is going directly to Birmingham, but even within the Black Country there needs to be a shift away from W'ton to the other boroughs, in particular to Dudley which is particularly badly treated.)
