I disagree with the statement (para 5.12) that 'The transport network in the Black Country is very well connected to the rest of the UK and provides a reasonably good level of service'. The road network in particular is very poor, which in turn adversely affects bus (and Metro) travel. A more radical approach is required than simply attempting to upgrade existing major roads. A number of strategic new routes need to be created through the district. The proposed new Metro line through Dudley to Merry Hill will not encourage and facilitate employment like the Wolverhampton-Birmingham line.
