The only way to provide attractive modern self-sustaining sites is to create new, relatively extensive, manufacturing and service centre estates, away from the current Growth Network. Unless the Black Country authorities are prepared to use compulsory purchase powers to assemble large tracts of contiguous land (rather like the Black Country Development Corporation did) then the new employment zones would need to be outside the boundaries of the Black Country, just over the border in S Staffs.
