There is much that is constructive about the draft BCP. It is an impressive piece of work. But the Consultation on the BCP is complicated and daunting for many of us. It is unlikely to be a true reflection of what people want.

Planning regulations are so lengthy and complex. An Aide Memoire to the Black Country Plan will help. It could also help the public understand the planning process.
