The Black Country does not need new housing at the expense of Green Belt land. They would not be able to look after it as they are unable to look after existing housing. They cannot afford CCTV in crime spots. They do not have enough appointments available at the doctors, they can't afford to actively manage or police the Open Spaces. They don't even pay their bills with the waste management services - leaving large areas of north Dudley without vital recycling facilities.
