Policy DEL1 needs to be reviewed to ensure compliance with the NPPF and the PPG. Otherwise joint working with neighbouring authorities will be required to ensure adequate provision of infrastructure to support development.
The statutory undertakers should be consulted at early stages of the of the plan production to ensure the timely availability of the necessary infrastructure including highways, drainage and power.

Greenfield sites should be identified at an early stage of plan production to ensure adequate supply of land for housing and other uses.
A balanced housing provision should be provided which is not reliant on external funding opportunities.
The authorities should provide flexibility in terms of layout and design solutions on the sites that have constraints associated with them.
