There is a fine balance to strike between maintaining employment and releasing land for housing. However, the release of older, inefficient non-conforming industrial estates is entirely appropriate. However, the issue of contamination remain an obstacle for such sites - with grant funding inaccessible to private companies .

The role of the Land Commission and Grant Funding is absolutely key. If used the available grant funding could unlock tens of thousands of houses and transform the Black Country. However, at present there is a barrier in that PLC house builders cannot access the funding.

Local Authorities can ease the burden of developing brownfield sites by being flexible with planning obligation requirements on such sites. Other policies such as drainage (in terms of run-off rates) could be relaxed such that brownfield sites were required to deliver a betterment rather than greenfield run-off rates.
