Draft Black Country Plan
1 Introduction
Representation ID: 12302
Received: 07/10/2021
Respondent: Access in Dudley
• Firstly, we want to suggest that we need to be aware of the green space reduction if planning is approved in these areas.
• Green space SHOULD only be used when all other areas have been utilized for housing, such as abandoned homes, factories and office blocks and public houses have been converted into accommodation. All of these things should be done before green spaces are built on.

Policy DEL1 – Infrastructure Provision
Representation ID: 12303
Received: 07/10/2021
Respondent: Access in Dudley
• We need enough facilities to accommodate for the number of people that will be living in the area, Schools, Doctors surgeries, green places and play areas for children etc. Shops will be required but not necessarily new build shops, old empty shops could be converted into better shopping facilities or if not, to homes.

Policy HOU3 – Delivering Affordable, Wheelchair Accessible and Self Build / Custom Build Housing
Representation ID: 12304
Received: 07/10/2021
Respondent: Access in Dudley
• A big percentage, if not all new builds should be disabled friendly e.g, wider doors for wheelchair access particularly for ground floor flats/apartments or bungalows.
• Level entry access to all premises whatever they are shops, schools, Doctors, any public buildings and homes.
• There should be a variety of ‘older peoples’ or disabled people accommodation including warden supervised flats and housing complexes for those who want to live independently but required some support within their own front doors.
• Hotels should have more disabled rooms available with wet rooms and room for wheelchairs to access and get around as well as connecting rooms for those who need a carer to stay with them.
• Started homes are needed again considered people with disabilities in mind.
• More rental properties are required and again suitable housing suitable for disabilities in this sector.

Policy TRAN8 Planning for Low Emission Vehicles
Representation ID: 12306
Received: 07/10/2021
Respondent: Access in Dudley
• This point is very important
• Each housing unit built either single unit or multiple units, houses, or flats/apartments should have parking with electric car charging points
• Flats should have at least one allocated ‘off road’ parking space with an electrical car charging facility in view of the incoming requirement to move to carbon free proposals for transport and the fact that is it illegal to trail a charging lead across a public highway of which included a pavement.

Policy TRAN7 Parking Management
Representation ID: 12307
Received: 07/10/2021
Respondent: Access in Dudley
• All houses/bungalows should have a drive so that car charging can be done safely for pedestrians on pavements. These drives could be at the rear or the front but parking for two vehicles would be advised including with terraces houses.
• Of terraced housing is to be built and there is no drive, a car park should be built with allocated 2 spaces per house.
• All flats should have adequate ‘off road’ parking.
• Additional car parking for roads with only terraced houses on, should be allocated a designated ‘off road’ parking area to prevent a) individuals from breaking the law by trailing electric car charging cables across the pavement making these a trip hazard to all or preventing disabled people particularly those in wheelchair, scooters or walking aids from being able to travel safely and without obstruction along our pavements.
