You have said it yourself in this statement about the abandonment of the inner city, no one using city centres so these are the areas that could be developed along with the abandoned factory sites which litter the area. Live work homes in the city centre.

I underst the eocomical expansion and the growth of transport route again what about the growth and the well being of these people living on top of each other as per my earlier point consider the value for green belt to those involved in such expansion and the long term impact on their health without preserving the land for the next generation.

The Black Country strategy is historic and not relevant. People in Dudley especially Stourbridge and Halesowen have stronger links to Bham and Worcestershire - the Black Country context is irrelevant.
