Recommendation. CHANGE the designation of the High Street/Castle Street triangle, Tipton Green (employment site reference 268(2942) from EMP3 to EMP4.
The site is bordered by recent housing. The business premises on the site are unattractive, and the BEAR scoring is too high. Housing would be more suitable, but implementation in the short term is problematic. The draft allocation as EMP3 would deter progress towards a resolution. My suggestion to redesignate as EMP4, as this will would provide confidence for owners to plan investment in business or residential.
