Representation Summary:

Before making any attempt to regenerate Bilston, there is a need to change social attitudes first. Currently, a general "couldn't care less" attitude exists that is driven by low self-esteem, low levels of self-respect and extremely low levels of discipline and respect for others and their property. Every effort needs to be made to increase employment opportunities and to drive away the high levels of poverty that exist in this area. Once this has been achieved, then there is a chance that Bilston can be regenerated using a completely different methodology than is currently used. This applies elsewhere too.
